ROLL CALL Councilmembers present: Blanche Barajas, Craig Maloney, Irving Brown, Joseph Campos, David Milne, and Pete Serrano Councilmembers absent: Zahra Roach Staff present: Adam Lincoln, Interim City Manager; Angela Pashon, Assistant City Manager; Darcy Buckley, Finance Director; Eric Ferguson, City Attorney; Bob Gear, Fire Chief; Zach Ratkai, Administrative & Community Services Director; Jesse Rice, Information Technology Director; Ken Roske, Police Chief; Rick White, Community & Economic Development Director; Steve Worley, Public Works Director; and Debby Barham, City Clerk. The meeting was opened with the Pledge of Allegiance. ITEMS FOR DISCUSSION TRIDEC Shoreline Reconveyance Initiative Update Mr. Ratkai introduced David Reeploeg, TRIDEC Vice President of Federal Programs, who provided an update on the latest with regard to the regional rivershore reconveyance effort. Resolution - Pasco Public Facilities District Interlocal Agreement Mr. Ratkai provided a brief history of the Pasco Public Facilities District (PPFD) and overview of the proposed Interlocal Agreement (ILA) with the PPFD Board, which would replace the 2013 ILA for administrative services from the City for PPFD activities. Mr. Ferguson noted that the legal services are billed separately to the PPFD. He announced that since he represents both the City and the PPFD, that he reviewed the proposed ILA generally but did not provide legal advise to either party; if Council Page 1 of 3 would like to have another attorney review it, then he could provide contact information to them. Mayor Pro Tern Maloney and Mr. Watkins, PPFD Executive Director also provided a brief comment related to the proposed ILA. Ordinance - Amending Pasco Municipal Code Chapter 25.127 - Zoning from Waterfront Development District to Mixed -Use Zoning District Mr. White introduced Planning Manager Gonzalez who provided an overview the proposed amendments to the Pasco Municipal Code (PMC) that will change zoning from Waterfront Development Zoning District to Mixed -Use Zoning District. Mr. Gonzalez announced that Nichole Stickney, Senior Planning Project Manager with AHBL, Inc., consultant for the applicant, Elite Construction, was also available to answer questions regarding the proposed Mixed -Use Zoning District PMC amendment. Ms. Stickney expressed support for the passage of the Mixed -Use Zoning District amendment within the PMC. Council, staff and Ms. Stickney discussed the following: • Update within the proposed PMC update since it was last presented to Council. • References to other sections of the PMC within the Mixed -Use Zoning District amendment need to be reviewed in the near future for possible update. • Two Councilmembers encouraged the removal of the "recommendations" mentioned within the PMC amendment and include within a pamphlet instead. • Minimum Density and height requirements within the Mixed -Use Zoning District. • Subsection 16 "Design Standards Transportation and expressed concern for granting an exemption without specific standards on how the exemption will be allowed. • Subsection 18 also needed additional explanation within it. Update on Housing and Transportation Efforts Mr. Gonzalez provided an update on the City's Housing and Transportation efforts, which are two (2) key elements within the 2018-2038 Pasco Comprehensive Plan. Council and Mr. Gonzalez briefly discussed the status of Single Residential Occupancy (SRO) moratorium and Council expressed appreciation to staff for all of the work to date. Resolution - Lewis Street Overpass Change Orders Mr. Worley introduced Michael Uhlman, construction management consultant with HLA Engineering & Land Surveying, Inc. Mr. Uhlman provided a brief overview of Page 2 of 3 the status of Lewis Street Overpass project, as well as the Change Orders that will be coming to Council for formal approval at the next meeting. Lastly, he explained the current challenges with the project noting additional costs associated with completion of the project. Council and Mr. Uhlman briefly discussed the progress of the Overpass project. MISCELLANEOUS COUNCIL DISCUSSION Mr. Ratkai commented on the recent Eggxtravaganza and announced the upcoming Arbor Day event scheduled in Krutzman Park. Mayor Pro Tern Maloney asked about the upcoming Animal Control Authority Meeting, specifically how will the public be made aware of this meeting. Mr. Ratkai responded that the agenda will be published on Tuesday, April 11th and the meeting is scheduled for Thursday, April 13th starting at 5:30 PM. It will also be announce on the City's social media platforms. EXECUTIVE SESSION Council adjourned into Executive Session at 8:31 PM for 20 minutes to discuss with legal counsel about current or potential litigation per RCW 42.30.110(1)(i) and to discuss the qualifications of an applicant for public employment per RCW 42.30.110(1)(g). The Interim City Manager, City Attorney, Community & Economic Development Director and Planning Manager also attended the Executive Session. Mr. Lincoln, Mr. White and Mr. Gonzalez left the Executive Session at 8:49 PM. At 8:50 PM Mayor Barajas announced that the Executive Session would continue for another 20 minutes. Mayor Barajas called the meeting back to order at 9:10 PM. ADJOURNMENT There being no further business, the meeting was adjourned at 9:10 PM.
