AGREEMENT NO.22-002
WHEREAS, the City and R112 Engineering, Inc. (RH2), entered into a Professional
Services Agreement (PSA) on 1/21/2022 to provide engineering services with respect to the
City's East Urban Growth Area (UGA) Expansion Sewer Local Improvement District (LID)
project; and
WHEREAS, the City and RH2 Engineering, Inc., entered into Amendment No. 1 on
8/5/2022 to move future phase professional engineering services from the original PSA's
remaining budget; and
WHEREAS, the City and RH2 Engineering, Inc., entered into Amendment No. 2 on
8/26/2022 to allow RH2 Engineering, Inc., to provide additional professional (design)
engineering services and add additional time of performance through design of the four phases of
the project; and
WHEREAS, all parties to this agreement agree that this third amendment will not
modify or change any other terms (including any references to terms and conditions that are in
conflict) of the professional services agreement (Agreement No. 22-002) not covered by this
Addendum, which is attached.
NOW, THEREFORE, this agreement is amended to allow RH2 Engineering, Inc. to
modify their original scope of work for professional and design engineering services to include
construction services with the remaining budget for Amendment No. 2 as described within
Exhibit A.

2. Fee:
No Change. This is a $0.00 amendment. Original authorization was based on a Time
and Materials Basis and remains limited to the amount of $1,649,171.00 with a
maximum of four hundred (400) additional hours being used for construction.
Time of performance:
No Change. The services shall be complete for the project on or before 12/31/2024.

Services During Construction
January 2023
Background
The City of Pasco (City) has retained RH2 Engineering, Inc., (RH2) to design gravity sewer transmission
mains and one sewer pump stations to connect the expanded Urban Growth Area (UGA) east of Road
68 and the Reimann Industrial Center (RIC) to the existing sewer system. The City's preliminary design
concepts call for a 12- and 15-inch-diameter gravity sewer main, up to two (2) lift stations and up to
three (3) major crossings of either Burlington Northern Santa Fe (BNSF) Railway or State Route 395
(SR 395) through the Washington State Department of Transportation (WSDOT). Much of the route
will require new easements and/or permits with Franklin County (County) to construct along the
existing County right-of-way (ROW).
Phase 1 of the project focused on assessing the preliminary alignments proposed in the Addendum
to the Comprehensive Sewer Plan (Sewer Plan) and progressing the design to a point where a local
improvement district (LID) can be formed to provide services to the East UGA.
Phase 2 of the work identified high priority early -action items necessary to proceed with easement
acquisitions and rights of entry as soon as the agreement to form the LID is determined and the UGA
is confirmed by Growth Management Hearings Board. A contract amendment authorized for Phase
3 prepared final design plans, technical specifications, and cost estimates for gravity sewer pipelines,
lift stations, and force mains for those portions of the project that were ready to proceed. Additional
phases may be required for those areas that are not ready to address their development needs and
construction contracts are anticipated to be broken out into multiple schedules with some schedules
bid together and others bid separately.
The intention of this amendment is to authorize additional services during construction, as cited as
Task 10 in Amendment No. 2, for Construction Phases 1 through 4. Costs incurred performing
services during construction will be offset by deferring some RH2 labor and expenses from the
currently approved contract. The net result is a no -cost change to the currently approved contract.

Scope of Work
Objective: Provide services during project construction for four (4) phases of construction, including
site visits during construction. While not on site, coordinate with the City to respond to technical
questions and issues.
Approach:
10.1 Assist the City for a maximum of four hundred (400) additional hours to perform part-time
on -site observation, attend on -site construction meetings, and respond to contractor's
questions, requests for information (RFIs), or change orders. Track and review material
quantities and assist the City with preparing monthly pay requests. Perform other technical
services as requested by the City within the allotted budget.
10.2 Prepare record drawings and assist the City with project closeout.
Assumptions:
• This amendment will result in a no -cost change and a no -schedule change to the current
contract. The additional cost of services during construction will be offset by deferring design
and permitting services contemplated in Amendment 2 to the original contract.
• RH2 is not responsible for site safety, for determining means and methods, or for directing the
contractor in their work.
• RH2 will perform the services described up to the additional hours described. If additional
effort is needed, or if the deferred design services are requested to commence, that extra work
and/or services will be mutually determined and negotiated by the City and RH2.
RH2 Deliverables:
• Meeting agenda and minutes for weekly construction meetings in electronic PDF.
• Applicable field observation reports and documentation in electronic PDF.
• Record drawings in electronic PDF.
