CALL TO ORDER
The meeting was called to order at 5:30 PM, by Mr. Ratkai, ACS Director.
ROLL CALL
Board Members Present: Steven Gruenberg, Alex Thornton, John
Morgan, Bradyn Leyde, Mark Middleton, and Kate Bonderman
Board Members Excused: Nolvia Salinas
City Council Rep Present: David Milne
City Staff Present: Dan Dotta, Brent Kubalek, Zach Ratkai, and Ally Garza
WELCOME NEW BOARD MEMBERS
Mr. Ratkai introduced the newly appointed board members Mr. Gruenberg, Mr.
Middleton, Mr. Morgan, and Mr. Thorton.
APPROVAL OF MINUTES
MOTION: Ms. Bonderman moved to approve the minutes from the May
12, 2022, July 7, 2022, September 8, 2022 and October 6, 2022 Meeting
Minutes. Mr. Leyde seconded the motion. Motion carried unanimously.
NEW BUSINESS
Election of Board Officers
MOTION: I moved to elect Kate Bonderman as Chair of the Parks and
Recreation Advisory Board effective January 5, 2023 through the first
meeting in 2024 when the next election is scheduled. Second the motion.
Motion carried unanimously. Motion carried unanimously.

MOTION: I moved to elect Bradyn Leyde as Vice Chair of the Parks and
Recreation Advisory Board, effective January 5, 2023, through the first
meeting in 2024 when the next election is scheduled. Second the motion.
Motion carried unanimously. Motion carried unanimously.
Aquatic Facility Update
Mr. Ratkai introduced Pasco Facilities District Executive Director Matt Watkins.
Watkins gave a presentation regarding his visit to the Bellevue Aquatic Facility and
Snohomish Aquatic Center. Mr. Watkins noted that the plan is to have a ribbon
cutting ceremony for the new Aquatics Facility in 2025.
Naming a New Park
The PRAB discussed the name options and concurred the following
names for the selection for the City Council.
2023 Board Meetings Schedule
MOTION: I moved to amend the Parks & Recreation Advisory Board
meetings to meet every other month (odd months), on the second
Thursday of the month, starting at 5:30 PM. The meetings will be held in
the Council Chambers. Seconded. Motion carried unanimously.

UNFINISHED BUSINESS
Parks, Recreation & Outdoor Space (PROS) Master Plan Update
Jon Pheanis, Draft & Director of Portland Operations with MIG, gave an update on
the Park, Recreation & Outdoor Space Master Plan.
Tri-Cities Bike Coalition representative complimented the study.
MISCELLANEOUS DISCUSSION
Mr. Leyde asked if there was going to be outdoor equipment available for
residents to use at city parks. Mr. Dotta responded that the City partnered with
Lourdes and placed exercising equipment at Volunteer Park.
Mr. Dotta stated the City was working on hiring park rangers.
Mr. Ratkai gave an update on the pool bubble and mentioned the City would be
placing a bubble over the Memorial Park pool for are swim teams use it during
the winter season.
Mr. Morgan asked how the City could get more recreation space for indoor
tournaments. Mr. Kubalek answered stating the City is partnering with the Pasco
School District, however: they prioritize their facility space for school related
events first before recreation events.
