ROLL CALL Councilmembers present: Craig Maloney, Irving Brown, Joseph Campos, David Milne, Zahra Roach, and Pete Serrano Councilmembers absent: Blanche Barajas Staff present: Adam Lincoln, Interim City Manager; Angela Pashon, Assistant City Manager; Darcy Buckley, Finance Director; Eric Ferguson, City Attorney; Bob Gear, Fire Chief; Zach Ratkai,Administrative&Community Services Director; Jesse Rice, Information Technology Director; Ken Roske, Police Chief; Rick White, Community & Economic Development Director; Steve Worley, Public Works Director; and Krystle Shanks, Deputy City Clerk. Councilmember Brown arrived at 6:05 PM. The meeting was opened with the Pledge of Allegiance. VERBAL REPORTS FROM COUNCILMEMBERS Ms. Roach attended the recent groundbreaking event for Broadmoor Area and the Community Meet & Greet for the Interim City Manager Adam Lincoln, stating both events being well-attended. Mr. Campos commented on the Benton-Franklin Transit Board of Directors Meeting he recently attended. Mr. Maloney commented on the Broadmoor Area Groundbreaking and the role of the City and developers related to the infrastructure of that area. Page 1 of 4 ITEMS FOR DISCUSSION Resolution - 2023-2028 Parks, Recreation & Open Space Master Plan Final Presentation Mr. Ratkai provided a brief overview of the Parks, Recreation &Open Space Master Plan and introduced Cindy Mendoza and Jon Pheanis, both from MIG, who gave a presentation on the plan. Council and staff discussion ensued with Council providing the following recommendations and requests for further information: • More public-private partnerships needed; • Include additional ADA improvements; � Need for a large community park; • Access to parks in East Pasco and public partnerships, such as parks near school playgrounds; • More equity in the parks to appeal to all ages; • Update on recently approved staff positions; � Park facilities and community centers; • Capacity of community classes and facilities; and, • Connecting the public to the waterfront. Mr. Ratkai stated that staff plans to bring this item back to at the next Council meeting and would address the comments and recommendations made by Council. EXECUTIVE SESSION Council adjourned into Executive Session at 6:52 PM for 20 minutes to discuss with legal counsel about legal risks of current or proposed action per RCW 42.30.110(1)(i) and consideration of the minimum offering price for sale or lease of real estate if there's a likelihood that disclosure would decrease the price per RCW 42.30.110(1)(c); the factors influencing the price include, sale price and land-use considerations with the Interim City Manager, City Attorney, Mr. Ratkai, Mr. White, and Mr. Gonzalez. Mr. Ratkai left the Executive Session at 6:56 PM. Council concluded their Executive Session at 7:15 PM. ITEMS FOR DISCUSSION CONTINUED 2022 Comprehensive Plan Amendment Docket Mr. White provided a brief overview of the 2022 Comprehensive Plan Amendment Docket and introduced Planning Manager Jacob Gonzalez, who presented the Annual Comprehensive Plan Amendments including all of the applications. Page 2 of 4 Council and staff discussion ensued, with Council providing direction on: • Concerns regarding the loss of commercial lands; • Lack of a large community park in the Broadmoor Master Plan; • Subsequence rezone process required by applicants if an amendment is approved; • How the determination for the environmental checklists were decided; and, • Compatibility of land uses. Mr. Gonzalez stated that a public hearing for the 2022 Comprehensive Plan Amendments Docket was scheduled for March 20th, with a recommendation to Council following in April. RECESS Mayor Pro Tem Maloney called a five minute recess at 8:21 PM. ITEMS FOR DISCUSSION CONTINUED Quarterly Update -Tri Cities Animal Control Authority/Shelter Mr. Ratkai provided a brief overview related to the Tri-Cities Animal Control Authority/Shelter Quarterly Update. Then he introduced Ben Zigan, the new Tri- Cities Animal Control Manager. Council and staff discussion ensued with Council providing the following comments, concerns and recommendations: • Need for a proactive approach to transparency regarding animal (dogs & cats) euthanizations, such as information on the City's website; • Accountability of volunteers; • Outreach log for all contacts made to other agencies; • Pet owners' responsibilities; � Improvements have been made but more are still needed with more time; • Complaints handled by staff and the ACA; � Concerns and questions that can be addressed at staff levels rather than Council; and, � Conformity with the other cities that are part of the Animal Control Authority (ACA) to ensure proper enforcement and consistency. MISCELLANEOUS COUNCIL DISCUSSION Mr. Lincoln reported on the Broadmoor Tax Increment Financing (TIF) Area Groundbreaking. He also noted that he had sent an email to Council regarding scheduling issues and wanted to ensure they were aware. Page 3 of 4 Mr. Campos discussed Darigold and livable wages for those construction workers building the facility. Mr. Lincoln explained that building project was not a City project; it was a private sector project.
