HomeMy WebLinkAbout2023.03.08 Council Special Meeting Minutes Ll� � ���� � _ , �Con MINUTES City Council Special Alleeting 5:30 PM - Wednesday, March 8, 2023 Holiday Inn Express & Suites, 4525 Convention Place, Pasco, WA 99301 CALL TO ORDER The meeting was called to order at 5:30 PM by Blanche Barajas, Mayor. ROLL CALL Councilmembers present: Blanche Barajas, Craig Maloney, Irving Brown, Joseph Campos, David Milne, Zahra Roach, and Pete Serrano Councilmembers absent: None Staff present: Adam Lincoln, Interim City Manager; Angela Pashon, Assistant City Manager; Darcy Buckley, Finance Director; Eric Ferguson, City Attorney; Bob Gear, Fire Chief;Zach Ratkai,Administrative& Community Services Director; Jesse Rice, Information Technology Director; Ken Roske, Police Chief; Rick White, Community & Economic Development Director; Steve Worley, Public Works Director; and Debby Barham, City Clerk. The meeting was opened with the Pledge of Allegiance. EXECUTIVE SESSION Council adjourned into Executive Session at 5:35 PM for 30 minutes to discuss the qualifications of an applicant for public employment per RCW 42.30.110(1)(g) and the performance of a public employee per RCW 42.30.110(1)(g) with the Interim City Manager, City Attorney, Emily Maloney, and Kim Lincoln. Councilmember Campos arrived at 5:44 PM. Councilmember Brown arrived at 5:51 PM. At 6:05 PM Mayor Barajas announced that the Executive Session would continue for another five minutes. Page 1 of 2 Council concluded their Executive Session at 6:10 PM. CITY MANAGER CANDIDATE "MEET AND GREET" STARTING AT 6:00 PM Mayor Barajas welcomed all attending the "Meet and Greet" and introduced the City Councilmembers and other elected officials from Franklin County and Port of Pasco. Ms. Pashon explained the City of Pasco's City Manager - Council form of government before turning it over to Interim City Manager Lincoln, who is the current candidate for .the City Manager's position. Mr. Lincoln thanked Council for the opportunity to serve as the Interim City Manager, as well as their consideration of hiring him as their City Manager. He provided a brief overview of his experience and his vision for the City of Pasco. Afterwards, the attendees conversed with Mr. Lincoln and amongst themselves.
