AGREEMENT NO. 22-006
WHEREAS, the City and RH2 Engineering, Inc., entered into a Professional Services
Agreement on 2/28/2022 to provide engineering services with respect to the Process Water
Reuse Facility Pretreatment Improvements project.
WHEREAS, the initial scope of work in the original PSA included an implementation
plan development for the Burnham-SEV incorporation; and
WHEREAS, additional work has been identified to complete the implementation plan;
and
NOW, THEREFORE, this agreement is amended to allow RH2 Engineering, Inc., to
provide additional professional engineering services as described on Exhibit A.
1. Scope of Work:
See Exhibit A.
2. Fee:
The compensation for the additional work is based on a Time & Materials Basis of
$35,000.00, increasing the overall total authorization amount to $234,739.00.
Time of performance:
No Change. The services shall be complete for the project on or before 12/31/2023.

Scope of Work
City of Pasco
Process Water Reuse Facility Engineering Report Update

Background
In order to meet the City of Pasco's (City) schedule for the Process Water Reuse Facility (PWRF)
improvements, an Engineering Report (ER) needs to be submitted to the Washington State
Department of Ecology (Ecology) by early August 2022. After the original PWRF Engineering Report
Update contract was prepared, the City completed the selection process for the Phase 3
pretreatment system contractor, Burnham LLC (Burnham). Burnham is in the process of selecting
their designer, which will be completed in late August at the earliest. The original contract for the
Engineering Report Update assumed that the engineer of record (Burnham's designer) would
complete the detailed treatment system sizing and design criteria in accordance with Washington
Administrative Code (WAC) 173-240-130 requirements for Engineering Reports for industrial
wastewater facilities. Through further discussions with Ecology, they will not accept a separate, later
submittal prepared by Burnham's designer. Ecology also will require a new, detailed analysis of the
treatment and storage alternatives considered. In order to keep the project timeline, this information
needs to be included in the ER submittal to Ecology by early August 2022. Therefore, RH2
Engineering, Inc., (111-112) must prepare and include this information in the ER.
This Scope of Work will amend the original PWRF Engineering Report Update contract by adding
subtasks to the original Tasks 4 and 5.
Task 4 — Evaluate and Recommend Pretreatment and Winter Storage Configuration
Objective: Update the original Task 4 to include tasks associated with the detailed treatment and
alternatives analyses, as well as evaluating and providing the basic design criteria for the proposed
treatment systems.
Approach:
4.3 Prepare a process overview and basic calculations of the low -rate anaerobic digester (LRAD)
process and the suitability of the proposed site for the facility.
4.4 Prepare a process overview and calculations of the aerobic activated sludge treatment process
and the suitability of the proposed site for the facility.
4.5 Evaluate two (2) alternatives: LRAD treatment followed by aerobic activated sludge compared
to treatment with aerobic activated sludge alone.
4.6 Select preferred alternative and rationale for the selection. Identify reasons why the other
option is unacceptable.
4.7 Prepare an implementation plan for the preferred pretreatment system alternative.

Provided by City:
• Coordination with the selected treatment system supplier for process verification.
RH2 Deliverables:
• Information and figures demonstrating basic design criteria, physical layout, and space
allocation for the treatment systems in electronic PDF.
Task 5 — Prepare Engineering Report
Objective: Update the original Task 5 to include the following tasks associated with detailing the
proposed treatment systems.
Approach:
5.8 Prepare chapter(s), figure(s), and appendices summarizing the pretreatment and storage
alternatives considered and the description of the preferred alternatives.
5.9 Update other chapters and figures included in the original contract as necessary to incorporate
the findings of the pretreatment and storage alternatives analysis.
RH2 Deliverables:
• Draft ER chapters or sections related to the treatment systems included in overall ER for
review by the City in electronic PDF.
• Final ER chapters or sections related to the treatment systems included in overall ER for
review by Ecology in electronic PDF.
Project Schedule
The ER is intended to be submitted to Ecology in early August 2022. Ecology review is expected to be
complete by late October 2022 based on recent discussions with Ecology. RH2 expects to finalize the
ER within 2 weeks of receiving final Ecology comments.
