Page 1 of 1 ;gyp Pasco CALL TO ORDER MINUTES CODE ENFORECEMENT BOARD MEETING City Hall - Council Chambers 525 North Third Avenue Pasco, Washington THURSDAY, FEBRUARY 2, 2023 7.00 PM Board Chair Daniel Gottschalk called the regular meeting of the Code Enforcement Board to order in the Council Chambers of City of Pasco, 525 North Third Street in Pasco, Washington at 7:00 p.m. ROLL CALL MEMBERS PRESENT MEMBERS Duane Van Beek James Rawlinson Daniel Gottschalk -Chair Dwayne Speer Mary Gutierrez APPROVAL OF MINUTES Board Member Van Beek moved to approve the January 5, 2023, Code Enforcement Board Meeting minutes. Board Member Gutierrez seconded, and the motion carried. HEARINGS Administration of Oaths. There were no objections to any Board member hearing a case. A. Hearings Scheduled CEB2022-09881805 ROAD 44 - EDUARDO JAIME SALAS (ETUX1, owner ALEX MINO-RAMIREZ, Code Enforcement Officer DESCRIPTION: There is no City of Pasco building permit on file for asphalt on front yard beyond the driveway area. Apply for building permit for asphalt on front yard. PMC 16.05.010 VIOLATION: Failure to secure a City of Pasco building permit where a permit is required (IBC 105.1 and IRC 105.1). ➢ CORRECTIVE ACTION: Discontinue all construction activities and submit an application for a building permit from the City of Pasco (call 509-543-5721 for information on permit requirements). If no permit can be obtained, unpermitted construction must be removed. DESCRIPTION: There is no live vegetation on at least 50% of the front yard. PMC 25.180.050 (4) Code Enforcement Board FEBRUARY 2, 2023 VIOLATION: At least fifty percent (50%) of the required front yard area has NOT been landscaped with live vegetation. ➢ CORRECTIVE ACTION: Install live ground cover, such as grass, on at least 50% of the front yard portion of your property. All areas not landscaped with live vegetation must be landscaped with mulches or decorative rock. PROOF OF VIOLATION: Motion was made by Member Rawlinson, seconded by Member Gutierrez, and the motion carried. Board agreed with the City's recommendation. Member Speer moved to give Respondent an additional ten (10) days to submit a permit application for the additional asphalt and submit a landscape plan to meet the 50% live vegetation requirement (which shall be completed as approved by the City of Pasco Planning Department no later than May 1, 2023) or pay a daily penalty offifty dollars ($50) per day for 10 days. Seconded by Member Gutierrez, motion carried. (2) Status Re ort Code Enforcement Inspections This report lists all inspections performed by individual staff for the month. To be counted as an "inspection" a written "correction notice" must have been issued as a result of the initial inspection.
