(2) Status Report Code Enforcement Inspections This report lists all inspections performed by individual staff for the month. To be counted as an "inspection" a written "correction notice" must have been issued as a result of the initial inspection. There is no lawn in the front of the property. PMC 25.180.050 (4) Violation: At least fifty percent (50%) of the required front yard area has NOT been landscaped with live vegetation. Corrective Action: Install live ground cover, such as grass, on at least 50% of the front yard portion of your property. CEB Agenda Page l of 1 Pasco CALL TO ORDER MINUTES CODE ENFORECEMENT BOARD MEETING City Hall - Council Chambers 525 North Third Avenue Pasco, Washington THURSDAY, DECEMBER 1, 2022 7:00 PM Board Chair Daniel Gottschalk called the regular meeting of the Code Enforcement Board to order in the Council Chambers of City of Pasco, 525 North Third Street in Pasco, Washington at 7:00 p.m. ROLL CALL MEMBERS PRESENT Duane Van Beek James Rawlinson Daniel Gottschalk -Chair Dwayne Speer APPROVAL OF MINUTES Board Member Van Beek moved to approve the November 3, 2022, Code Enforcement Board Meeting minutes with amendment to section E. Board Member Rawlinson seconded, and the motion carried. HEARINGS A. Administration of Oaths B. Hearings Scheduled CEB2022 0330 1628 W MARIE ST DALLAS BARNES, owner ROCHELLE STRADER, Code Enforcement Officer ➢ Description: Unlicensed and inoperable vehicles being stored in the rear yard and in the driveway. (REPEAT) IPMC 302.8 Violation: Allowing inoperative or unlicensed motor vehicles to be parked, kept or stored on any premises, and/or allowing vehicles at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth at an approved location. Corrective Action: Remove all vehicle(s) in the condition(s) described above from the property or move said vehicle(s) to an enclosed structure where the vehicle is out of public view and/or discontinue painting vehicles at this location. ➢ Description: Garbage, mattresses, cardboard boxes, and other indoor items which have served their original purpose being stored in the rear yard and the driveway. (REPEAT) PMC 9.90.040 (6) Violation: Any parcel within the City which is filthy, littered or trash covered due to placing, dropping, disposing, throwing away, or otherwise discarding litter, garbage, refuse, cans, bottles, paper or Code Enforcement Board DECEMBER 1, 2022 paper material, metal, organic or inorganic material on areas of the property other than approved garbage containers. Corrective Action: Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property. Motion for proof of Violation by Board member Speer, seconded by Board member Rawlinson. Motion carried. The City recommendation to the Board: Impose a service penalty of forty-five dollars ($45) to reimburse the City for the cost of personal service of the notice; Impose assessed daily penalties in the amount of three thousand dollars ($3000) and a six hundred dollar ($600) repeat penalty totaling three thousand, six -hundred forty-five dollars. ($3645) The Board agreed with the City's recommendation. C. Amendments None D. Dismissals None E. Motion to Approve Resolution Board member Rawlinson moved for the board to approve Resolution number 12-2022 as amended. Board member Van Beek seconded and motion passed unanimously.
