Please find attached copies of the Code Enforcement Activity Reports for the
month of November 2022:
(1) CEB Resolution
The resolution shows all the Code Enforcement Board actions and cases
that the Board has ruled on at their monthly hearing.
(2) Status Report Code Enforcement Inspections
This report lists all inspections performed by individual staff for the
month. To be counted as an "inspection" a written "correction notice"
must have been issued as a result of the initial inspection.

Description: Failure to maintain lawn in a healthy living condition. There is no lawn in the front of the
property. PMC 25.180.050 (4)
Violation:
At least fifty percent (50%) of the required front yard area has NOT been landscaped with live vegetation.
Corrective Action:
Install live ground cover, such as grass, on at least 50% of the front yard portion of your property. All areas not
landscaped with live vegetation must be landscaped with mulches or decorative rock.

Board Chair Daniel Gottschalk called the regular meeting of the Code Enforcement Board to order in the
Council Chambers of City of Pasco, 525 North Third Street in Pasco, Washington at 7:00 p.m.

APPROVAL OF MINUTES
Board Member Van Beek moved to approve the November 3, 2022, Code Enforcement Board Meeting minutes
with amendment to section E. Board Member Rawlinson seconded, and the motion carried.
HEARINGS

➢ Description: Unlicensed and inoperable vehicles being stored in the rear yard and in the driveway.
(REPEAT) IPMC 302.8
Violation:
Allowing inoperative or unlicensed motor vehicles to be parked, kept or stored on any premises,
and/or allowing vehicles at any time be in a state of major disassembly, disrepair, or in the process
of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an
approved spray booth at an approved location.
Corrective Action:
Remove all vehicle(s) in the condition(s) described above from the property or move said
vehicle(s) to an enclosed structure where the vehicle is out of public view and/or discontinue
painting vehicles at this location.
➢ Description: Garbage, mattresses, cardboard boxes, and other indoor items which have served
their original
purpose being stored in the rear yard and the driveway. (REPEAT) PMC 9.90.040 (6)
Violation:
Any parcel within the City which is filthy, littered or trash covered due to placing, dropping,
disposing, throwing away, or otherwise discarding litter, garbage, refuse, cans, bottles, paper or

paper material, metal, organic or inorganic material on areas of the property other than approved
garbage containers.
Corrective Action:
Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property.
Motion for proof of Violation by Board member Speer, seconded by Board member Rawlinson.
Motion carried.
The City recommendation to the Board:
Impose a service penalty of forty-five dollars ($45) to reimburse the City for the cost of personal
service of the notice; Impose assessed daily penalties in the amount of three thousand dollars ($3000)
and a six hundred dollar ($600) repeat penalty totaling three thousand, six -hundred forty-five dollars.
($3645)
The Board agreed with the City's recommendation.

E. Motion to Approve Resolution
Board member Rawlinson moved for the board to approve Resolution number 12-2022 as amended.
Board member Van Beek seconded and motion passed unanimously.
