CALL TO ORDER
The meeting was called to order at 6:00 pm.

APPROVAL OF MINUTES
MOTION:
Commissioners moved to approve the minutes from December 28, 2021 and
January 25, 2022 meetings. Motion carried unanimously.
STAFF REPORTS
COPA Event Update
Commissioners who attended enjoyed the event, stating they wish for the PACC
to be involved in future events. Staff to send COPA meeting information to
commissioners.
PACC Grant Update
Staff informed commissioners of outreach efforts to local arts and community
organizations. In addition, staff informed commissioners that grant deadline was

removed to allow for rolling submissions. No applications have been submitted yet
but there have been inquiries.
UNFINISHED BUSINESS
Mural Discussion
Staff proposed a workgroup with the objective of providing a recommendation to
Council in early 2023. Commissioners Martinez, Neff, and Merkley -Omeje
volunteered to be apart of workgroup. Staff will follow -up with those who
volunteered to schedule the workshop.
NEW BUSINESS
2022 Utility Box Wrap Call for Art: Artist submission review
Commissoners reviewed submissions for the Utility Box Wrap Call for Art. The
following artists were selected: Peter Christenson, Andrea Barbosa, and Wendy
Wahman.
Staff will notify all artists of the PACC's decision and proceed to drafting of
agreements and requesting proofs.
Noburo "Peanuts" Fukuda Call for Art: Artist submission review
In the interest of time, Commissioners agreed to review item at next meet ing. In
addition, Commissioners stated they would like to begin monthly meetings,
beginning November 2022. Staff has agreed to accommodate this request.

Cover Letter for Noburo “Peanuts” Fukuda Sculpture
It is our strong belief that the best civic artwork forges connection between community
and local environment, celebrates the unique qualities of a city, and communicates the
ideas, dreams and goals of the community to everyone that has the opportunity to
experience it. We are committed to working with the Pasco Community and others
involved in the design process to create artwork that is inspiring, beautiful and durable.
The process of public art involves the ability to compromise, work with teams and reflect
the needs of your project and community.
The unique features of Peanuts Park provide an opportunity for Faducci to create
sculpture that will enhance and enrich the public relationship to Noburo “Peanuts”
Fukuda. Our intention is to create artwork that will continue to engage the public and
increase their connection to the legacy of “Peanuts”. We have accomplished this goal at
the Woodland Park Zoo in Seattle WA. by creating a life sized Komodo dragon. This
work provides a play structure as well as an interesting and educational sculpture for the
exhibit. In Redding, we created various exciting sculptures to enhance the Children’s
Garden at the Turtle Bay Exploration Park/Sundial Bridge, CA.. Our sculpture with its
whimsical nature is particularly endearing to the young and young at heart. We are
experienced at creating artwork that celebrates the natural environment and emotive
figures while delighting and inspiring the viewer. Our seventeen giant sunflowers at
Hummingbird Park in Natomas, CA. creates a wonderful year round colorful focal point
in the park. We have sculpted endearing concrete forms for a special needs school in
Washington. DC and sculptures representing state animals and a female icon for a library
in Oklahoma. Our Caterpillar with 7 Pairs of Shoes, “Bellapede”, at Davis Central Park,
Davis, CA. is a whimsical play sculpture and has become a recognizable icon for the city
of Davis, CA.
Our sculptures are uniquely designed with the highest quality materials; primarily hand
sculpted cement and applied Italian glass mosaic. We use additional additives in the
cement that protect against weather, and in the event of graffiti, assist in its removal. All
sculptures are designed for simple maintenance, public safety, longevity and enjoyment.
Our choice of cement and mosaic as an artistic medium, reflect the existing beauty and
proven durability of our previous public art projects.
We would like to work with the Pasco Community to create artwork for the Peanuts Park
that will inspire all, and create a unique sense of appreciation for Peanuts. We would
appreciate the opportunity to touch the hearts of all who will visit the park by creating
sculpture that will delight the imagination, enliven the heart and evoke the spirit of
Peanuts.

Written Narrative for Noburo “Peanuts” Fukuda Sculpture
The Faducci sculpture installation in intended to memorialize the legacy of Noburo
“Peanuts” Fukuda. The elements of his community minded involvement will be
highlighted in the proposed sculpture.
Faducci proposes a life size sculpture of “Peanuts” riding a tricycle. His tricycle will be
constructed of steel and concrete tires, designed to be outdoors and climbed on. His
candy basket will be attached to the sculpture.
• Sculpture: Faducci sculptures are constructed with a steel armature
covered with hand-sculpted concrete.
• Notations
a. Texture of concrete is hand sculpted. Every surface is touched by the artist’s
hand, which is reflected in the surface texture.
b. To encourage interaction with the sculpture.
c. Elements to relate to the legacy of Peanuts will be included…candy basket
and tricycle
d. Sculpture designed to be viewed from all angles 360 degrees.
e. Interior steel coated to prevent rust and corrosion.
f. Concrete is sealed for durability.
g. Pigmented integral color that will not fade or bleed
Maintenance Plan
Faducci sculptures are easily maintained and durable with minimal maintenance.
Faducci public art sculptures have shown to withstand extreme weather conditions and
intense public interaction using the Aldan S-B-S concrete Sealer with Lifeguard as a top
coating.
Typical cleaning is with a nylon brush and mild soap only.

Gillie and Marc absolutely loved the story of Noburo and the bright joy he shone in your community for

a tactile and interesting manner, the public can learn the exciting and rich history of a place just by
going for a walk! And the joy that Noburo spread will be able to live on forever! By adding love and a
bit of our own quirky selves into the statues we bring the past to life in a fun and beautiful way that will
last.
Gillie and Marc have become extremely experienced at working in bronze, making it their favourite
material. Their public sculptures, all expertly sculpted in bronze, can be seen around the globe and
are loved by locals and tourist alike and as bronze is very easy to clean it means minimal upkeep.
Public art starts a conversation and brings people together. Public art will inspire and connect
communities, developments and public areas with site-specific masterpieces. Contributing to the
cultural theme of any location. Gillie and Marc will work closely with your community to ensure the
sculpture is completely site- specific.

Previous public art commissions:
The Lobster Fisherman
The District Council of Grant awarded Gillie and Marc with the opportunity to create a
feature sculpture for the Port MacDonnell Waterfront. The artists were successful
with their design of a life -size bronze figure of a fisherman returning from sea with a
freshly caught southern rock lobster. The sculpture commemorates not only the
Lobster fishing industry of the area, which is known as Australia’s Rock Lobster
capital, but also the local community and industry of fisherman.

Henry Lawson
Gillie and Marc were commissioned by the Henry Lawson Festival Committee and
Weddin Shire Council to create a life-sized statue of Henry Lawson to go into his
birth town, Grenfell. The artists were given a strict eight-month timeframe and stuck
to that for the 2014 unveiling and opening of the Henry Lawson Festival. The artwork
included a life-sized Henry Lawson sitting on a bench and included a light display.
The artists were also keen to portray him as bohemian artist and troubled soul. They

Noburo ‘Peanuts’ Fuduka Sculpture
Proposed Artwork:
Gillie and Marc would love for this sculpture to showcase Noburo’s wonderful character and
attributes. The sculpture will be a realistic portrayal of Noburo and we imagine creating him
to life scale on his tricycle with full sized candy bars in hand and a smile that will be
contagious as he would’ve been seen and is now remembered in your community.
Gillie and Marc are seasoned experts in a variety of materials including bronze, brass, steel
and fiberglass. When it comes to picking an art medium for a commission, bronze is the
most durable. In fact, bronze has been used in the most iconic public artworks all over the
world including the Statue of Liberty, the lions in London’s Trafalgar Square and The
Thinker. Bronze has many economic advantages and requires minimal maintenance. Graffiti
can be easily cleaned off with turps without damaging the material. Once the bronze is
cemented into the ground, it’s impossible to steal. If the work is put directly into the ground,
grass and soil can also go on top of it to make it fit in with its surrounding environment in a
beautiful and organic way. This robust, water-resistant material can also be painted in a
range of bright weatherproof colours.
As artists, Gillie and Marc love to embrace both the past and the future. With technology,
Gillie and Marc they have been able to create 3D designs that can be converted into 360°
files, detailed with all the proportions and dimensions of the sculpture. This has allowed them
to create huge, monumental sculptures, encouraging them to push far beyond their normal
limitations. It also reduces the cost of expensive steel and excessive amounts of plastics and
clay, lowering their environmental impact.

Cover Letter
What inspires me about this project is the sense of enigma, an unfinished story, about
Noburo Fukuda: what compelled him to immigrate to WA state, how did he navigate his way in
a culture so different from Japan. Being of similar ancestry I can relate to this, with my own
grandparents having emigrated from Japan to pursue a future and their dreams in a foreign
land. There is a hint of sorrow or finality in quotations attributed to Noburo, and perhaps this is
what compelled him to give back to his community to establish a bond with others. Regardless,
he made Pasco his home, and made others appreciate how he showed his care.
My proposal is based on these thoughts, in the hopes of creating an artwork that would
speak to those who remembered him and to introduce him to Pasco’s future residents. Public
art is a collaborative process between artist and community representatives out of which the
approach, scale, material, and imagery is developed together to ensure a successful project. In
this way I have worked with design team members and a range of stake-holders associated with
an art project, where communication from the outset is an important factor.
In recent projects for Meydenbauer Bay Park, Fire Station 10, and Innovations Public
Charter School I developed approaches that addressed an essential quality found at these
locations to enhance the visitor’s experiences. Here, focusing on an individual takes a different
quality of approach, gained by “walking” in his shoes.

Polynesian way-finding calls for great self-awareness and knowledge of the
environment. Ocean-going navigators reach their destinations by observing wave
patterns and swells, flight path of marine birds, the colors of the clouds, and the
position of the stars. The modified ocean-voyaging canoe sail pattern is the center point
of this artwork, surrounded by navigational elements which were used to guide them to
distant islands without instruments.

Description: Service-inspired imagery for entry plaza to Fire Station10 Emergency
Operations Center, nicknamed “the Rock” within the Seattle Fire Department, signifying
the valor and heritage of the firefighters of this new replacement station in Seattle’s
historic Pioneer Square. This station’s entry plaza artwork echoes the pose of the
traditional figurative depictions of firefighters on the exterior of the original facility, and
in this way ties the past to the present.

The sundial and the pile cap birds on the floating pier express a sense of liberty
experienced by visitors when viewing land features from the water. The birds reflect
native species, and the sundial has stitch-cut bird outlines in the body which will be
illuminated at night by the LED fixture within. A sky riddle accompanies the functional
part of the sundial, which has an etched and polished Black Galaxy granite apron just
beneath.

Noburo “Peanuts” Fukuda Public Art Narrative
“In the Wonder of Giving”
In the Wonder of Giving speaks to Noburo Fukuda’s spirit of giving back to the
community of Pasco with imagery that echoes his modesty and personality as recalled by those
who knew him. Nearly life-size in stature, the artwork shows Noburo standing aside his often-
used tricycle, a gift from the community, with which he used to clean the streets. His arms are
partially raised and his gaze meets pond fish swimming above, a reference to the landscaping
he did for the Northern Pacific Railway. Fukuda’s desire to connect with others, as when he
gave children candy, is exemplified by the cut outs in the arcs across his front and back which
would cast, at high sun, candy-shaped shadows on his likeness. The collective assemblage
would create a spatial volume that would have viewers circulate around it, in keeping with the
nature of the plaza furniture.
This proposal will connect Noburo’s life with the installation site by sharing the qualities
of his personality, “taking care of the world,” with that of the Pasco community. The design
composition, his posture, takes into consideration its presence in a crowded Mercado setting as
well as during the vacant off-hours, where the background activity can have a subtle effect on
the artwork’s visual statement. I imagine this would result in a sense of modesty in a crowded
situation, while appearing self-reflecting in the quiet. With this sculpture, the public can
interact with Noburo once again through touch and sight, whether posing with him for pictures
or adorning his arms with strings of candy or flowers.
While I work alone, I rely on fabricators to cut, form, weld, and grind metal components
for exterior projects and utilize industrial vendors to apply finishes or to cast metal and granite
elements for my projects.

Statement of Interest
I would be honored to develop a life size bronze sculpture honoring Peanuts. This bronze
would be approx. 5ft. ht. and placed on the existing concrete pad. The goal is to create a
joyful commemorative sculpture and landmark that will bring a smile to the community
and to Peanuts family as they reflect on his wonderful life and the way Peanuts always
gave back to the residence of Pasco. The design would feature Peanuts on his tricycle
waving at the residents or holding a candy bar in the air…I am easy to work with and
encourage input so that the work truly reflects the goals that you have set out.
The bronzes I create are finished and sealed in a manner that requires no future
maintenance. I also have been able to complete all my sculpting projects on time and
within budget. I look forward to exceeding your expectations.

I am the sole sculptor and work closely with my local foundry in the engineering of every facet
of the bronze sculptures I create. I also work closely with landscape/design teams, city workers
and members of Art Councils. I am easy to work with and encourage input so that the final
result truly reflects the goals that you have set out.
I have created one of the largest bronze figurative portrait monuments in the world. This
sculpture is a 42 ft. tall monument in Casper, Wyoming. It is the gateway piece at the entrance of
the City. It is the largest bronze work of portraiture in existence.

Narrative and Conceptual Designs for Sculpture of Noburo ”Peanuts” Fukuda
As an artist, my goal is to make public art that resonates with the receiving community. My likeness of
Peanuts will become a familiar and welcoming sight to all visitors and passers-by.
I do extensive research on my subject to familiarize myself with his history, personality, and
characteristic gestures and dynamic movements. My focus on all three aspects—likeness, expression,
and motion—results in a work that is readily recognized and identified with. It is this communication
between art and viewer that makes a piece appealing.
Peanuts should be portrayed in a position or situation which is familiar to all who knew him. He could
be offering a candy bar to a viewer. Perhaps he is holding garden plants representative of the lily
ponds he created. His demeanor would be open and friendly. He would be installed at ground level,
where he would be readily available for selfies. The most successful portraits are achieved through
Stakeholder discussions before sculpting even begins. Stakeholders will always be the most familiar
with the goals of the project and the best able to guide the artist in creating an appealing work.
Bronze is our only truly permanent art form, tolerating the ravages of time, weather, and human
interaction. Traditional and realistic bronze sculptures like mine will be our enduring legacy, largely
determining how future generations remember us. Knowing this, I strive to make my work both
beautiful and an accurate and informative portrait of the subject. This is a weighty responsibility,
knowing that my art must be designed for both the present and the future. My classic style is ageless.
My evocative figures will continue to elicit attention. My recognizable sculptural style will ensure that
Peanuts is remembered for generations.

Artist Statement
My work is figurative and realistic, meant to capture a moment in time and to reflect our relationships to other
peoples, other creatures, and to the environment which we all share. Beauty comes in many forms in the world
around us—in people of all sizes, sexes, colors, ages, and cultures, in animals both familiar and unusual, and in
creatures both real and imagined. I use this rich variety to create unique, expressive sculptures. I believe that
art should reveal a little about the times and values in which it is created, and I strive to subtly imply a symbol or
story or situation within my figures.

Summary
A work of art is most engaging when it reflects an aspect of the time in which it was created, making us more
aware of our own mores, attitudes and behavior, both in our own present and in relation to past peoples . My
works are completed in cast bronze in the ancient lost wax casting technique and are of a quality that will last for
generations, indoors or out. My personal artistic focus is on creating universally understood works that will
withstand changing tastes and styles, providing an enduring image of our experiences.
I have had extensive experience working with both individual and group clients in environments encompassing
many styles of architecture and landscaping. Input from the owner, engineer, architect, contractor and
landscape architect must be factored in when designing art projects. And frequently, community input will also
affect the design process. Integration into the physical, cultural, and historic environment is crucial to the
success of a public piece.
I am a wholly owned women’s business enterprise, and am a mature and responsible artist who has never
missed a deadline or gone over budget. I do not believe that there is only one solution to a project and am
flexible in adapting my ideas to the needs and desires of the client.

I am pleased to share my interest, artistic approach, and professional experience and how they might apply to
creating a sculpture celebrating Noburo “Peanuts” Fukuda to be displayed in Peanuts Park. I have extensive
experience in portrait sculpture, a commitment to increasing diversity in public art, and enjoy working with
communities on personal projects of this nature.
My body of work includes sixty-seven life-size or larger public bronze figures in the United States, Asia, and
Europe, and more than sixty private commissioned portrait busts. A former vice president of the Royal Society of
Portrait Sculptors, I pride myself on creating more than a physical likeness, imparting my work with authenticity and
spirit. To my great honor, my portrait busts have been accepted by the Smithsonian Institution’s National Portrait
Gallery and the Smithsonian National Museum of African History and Culture.
I am frequently contacted to create public memorials with a strong connection to community. I respect the impact
one individual can have even through relatively small actions. The Fukuda memorial reminds me of two recent
projects similar in scope, impact and subject. Mike Marotta for the city of Monterey and Dennis Caprara in Soledad,
California were both individuals who distinguished themselves through generosity of spirit. The bronze tributes that
now honor them allow each man to be a permanent part of the community he loved so much in life.
For each project, I commit myself to strenuous research and as much inclusivity as possible in the design and
production. My work is produced in art-grade bronze a medium with life expectancy of several hundred years at
a minimum. It is ideal for outdoor instillations. As the attached resume reflects, my studio team and I have managed
budgets ranging from $15,000 - $2 million and have worked frequently with city municipalities and governments
at the state and federal level.
I am cognizant that public art requires a family or community to trust me with valuable resources of funding, a
permanent place in their landscape, and the responsibility of honoring their history. If selected to create the Fukuda
monument, I would commit myself to ensuring that the community and family were as involved as possible with the
project – creating a work of art that was interactive from its onset.

A successful approach to this project must do more than create a physical likeness of Noburo
“Peanuts” Fukuda. The pose and expression of the figure must engage and delight. This
sculpture is to be a source of joy.
My preliminary concepts for the tribute would be a full figure of Mr. Fukuda, wearing his
classic bucket hat and glasses and shown with stainless steel stylized tricycle.
There are of course options for stance of the figure. Mr. Fukuda could be sculpted stationary
with one foot on the ground and one foot on the pedal of his tricycle, ready to pedal off around
the park, to the next child recipient of his treats. His hand could be outstretched in welcome.
An alternative concept would be do show the figure cycling allowing visitors to the sculpture to
sit on the back of the back and ride along with Peanuts and creating an attractive opportunity
for photos.
In addition to the above, interactive elements for the designs include, but are not limited to,
thirteen life size bronze peanuts in their shells hidden around the bike and the figure of Mr.
Fukuda; the option of standing next to the figure and appearing to receive treats from his
outstretched arm; and spinning the wheels of Peanuts’ tricycle to help him on his journey.
Independent of the final design, the studio’s first commitment would be to the figure’s likeness.
Steven would work closely with the Fukuda family throughout the sculpting process to ensure the
final figure was accurate in physical and spiritual representation. Where possible small details
significant to the family would be included to further personalize the tribute. Further, our goal
would be to use the available budget in the most creative means possible to create a life-size
monument of exceptional quality that reflects Mr. Fukuda’s wonderful legacy to the Paco
community.
