HomeMy WebLinkAbout2020.10.19 Meeting Minutes MINUTES CIVIL SERVICE COMMISSION PERSONNEL - FIRE – POLICE DATE: October 19, 2020 CALL TO ORDER: The meeting was call to order at 5:18 pm, in conference room #1. ROLL CALL: Members present: Ericka Garcia, Janis Hastings Members absent: Josee Saldua Staff: Colleen Chapin, Delaney Towle APPROVAL OF MINUTES: MOTION: Janis Hastings moved to approve the August 24, 2020 (September meeting was cancelled) GoToMeeting meeting minutes. Ericka Garcia seconded the motion. Discussion. The motion carried 2-0. OLD BUSINESS:  Commission discussion regarding Rule 8.04 – Character of Examinations, Minimum passing score of 70% and the discretion of the Chief Examiner to establish passing scores of each part of the examination (provided the total score for each category meets the established minimum), and may refuse to allow any applicant not achieving a passing score in one sub-category of the examination to proceed with the subsequent parts of the overall examination. The Commission wanted the understand how this section of the rules has historically been applied and discuss a previous conversation the Commission had regarding the necessity for the candidates to achieve a minimum score of 70% on every sub-category of the examination or if leaving the language in the in the Rules to allow the Chief Examiner to determine if a cumulative passing score of 70% was language they wanted to remain. After discuss regarding how the discretion of the Chief Examiner has been applied in different situation, in a fair and equitable manner, the Commission had no desire to make any changes to Rule 8.04.  Commission discussion regarding Rule 8.13, and the untimely protest of candidate Matt Nelson related to the Battalion Chief test. o 8.13 PROTESTS AGAINST RATINGS TO THE SECRETARY AND CHIEF EXAMINER. If the applicant believes that an error has been made, he may, during the final three-day period referred to in the preceding rule, make a protest in writing, stating specifically where he believes the error has been made. Each protest shall be in writing and shall give specific facts and reasons to support the protest. No protest may be made after the three-day period. Upon receipt of a written protest or request for rerating, a review of the protest shall be made by the Secretary and Chief Examiner, who shall pass on all such protests or requests and make necessary correction in grades or rating. Fire Captain Matt Nelson, sent an email on July 25, 2020, expressing concern related to the interview portion of the Battalion Chief examination. In accordance with the Rules above, and after BC list was certified by the Commission on July 27, 2020, the Chief Examiner contacted Mr. Nelson and explained the review period and protest process. Mr. Nelson met with the Chief Examiner to review his answers and the rating standards. Additionally, Mr. Nelson came into the Human Resources office on another separate date, within the protest period, to again review his answers and rating standards. After the three (3) business day review period and two (2) separate reviews, Mr. Nelson did not file a protest against the rating standards to the Secretary/Chief Examiner. After the discuss with the Chief Examiner and an understanding of the historical application of the protest language in Rule 8.13, the Commission was in agreement that there was no timely protest related the Battalion Chief testing process. NEW BUSINESS: POLICE:  Approval of the Entry Level Police Officer eligible list. MOTION: Janis Hastings moved to approve the Entry Level Police Office Eligible list. Ericka Garcia seconded the motion. There was discussion related to the number of candidates that did not pass the oral board examination and what the reason may be. The Commissioners expressed that they have an interest in having the best candidates on the eligible list and how the candidate pool has changes in part due to the nationwide sentiment regarding Policing accountability in many parts of the country, public outcry against the Police in general. After the discussion and review the motion carried 2-0. FIRE: None OTHER BUSINESS: ADJOURNMENT: There was no other business to come before the Commission. The meeting was adjourned at 5:57 pm.
