HomeMy WebLinkAbout2020.07.27 Meeting MinutesMINUTES CIVIL SERVICE COMMISSION PERSONNEL - FIRE – POLICE DATE: July 27, 2020 CALL TO ORDER: The meeting was call to order at 5:16 pm, by Go To Meeting, City Hall. ROLL CALL: Members present: Ericka Garcia, Janis Hastings, Josee Saldua Members absent: Staff: Colleen Chapin, Delaney Towle APPROVAL OF MINUTES: Janis Hastings moved to approve the June 15, 2020 (remote GoToMeeting) meeting minutes, as amended to reflect the meeting was remote and not in conference room #1 of City Hall. Josee Saldua seconded the motion. The motion carried. 3-0 OLD BUSINESS: NEW BUSINESS: POLICE:  Approval of the Police Specialist – Evidence Technician provisional appointment MOTION: Janis Hastings moved to approve to fill the Evidence Technician on a provisional basis due to the emergent need in the Police Department. Josee Saldua seconded the motion. Discussion. The motion carried 3-0.  Approval of the Lateral Police Officer eligible list MOTION: Janis Hastings moved to approve the Lateral Police Officer eligible list. Josee Saldua seconded the motion. Discussion. The motion carried 3-0. FIRE:  In accordance with Rule 8.04, request to change to the character of examination for the Fire Lieutenant, Captain and Battalion Chief promotional testing The Chief Examiner Requested the Commission’s approval to change the character of the Fire promotional examination, on a one time basis, from a three (3) part assessment testing process to a two (2) part written examination worth 50% of the total score and an oral examination worth 50% of the total score. This request came before the Commission due to the Coronavirus pandemic that is occurring that led to the assessment testing scheduled for April 2020 being cancelled. The eligible list for all three (3) promotional positions are exhausted and promotional eligible lists are needed at this time. However, the logistics of facilitating assessments is not feasible due to the Washington State Governor’s workplace restrictions related to physical distancing and safety protocols. MOTION: Janis Hastings moved to approve the change in the character from an assessment testing process to a written & oral examination with each part worth 50% of the total score. Josee Saldua seconded the motion. Discussion. The motion carried 3-0. OTHER BUSINESS:  The Chief Examiner informed the Commission that an informal and untimely appeal of the Battalion Chief (BC) scoring standards was received prior to the certification of the eligible list. In accordance with Civil Service Rules, which state in part: 8.12 – Inspection of Rating Standards, “The applicants shall be allowed a period of three (3) days, following the mailing date of the notification (June 16, 2020) of the examination results, in which each may inspect his answers and the rating standards by which he has been rated during any part of the examination… 8.13 PROTESTS AGAINST RATINGS TO THE SECRETARY AND CHIEF EXAMINER. If the applicant believes that an error has been made, he may, during the final three-day period referred to in the preceding rule, make a protest in writing, stating specifically where he believes the error has been made. Each protest shall be in writing and shall give specific facts and reasons to support the protest. No protest may be made after the three-day period. Upon receipt of a written protest or request for rerating, a review of the protest shall be made by the Secretary and Chief Examiner, who shall pass on all such protests or requests and make necessary correction in grades or rating. Fire Captain Matt Nelson, sent an email (attached) expressing concern related to the interview portion of the Battalion Chief examination. In accordance with the Rules above, and after BC list was certified by the Commission on June 15, 2020, the Chief Examiner contacted Mr. Nelson and explained the review period and protest process. Mr. Nelson met with the ADJOURNMENT: There was no other business to come before the Commission. The meeting was adjourned at 5:41 pm. The next scheduled meeting Monday, July 27, 2020, 5:15 PM, in conference room #1 in City Hall.
