HomeMy WebLinkAbout2021.12.20 CSC Meeting Minutes MINUTES CIVIL SERVICE COMMISSION PERSONNEL - FIRE – POLICE DATE: December 20, 2021 CALL TO ORDER: The meeting was called to order at 5:26pm ROLL CALL: Members present: Ericka Garcia, Janis Hastings Members absent: Josee Saldua-Potvin Staff: Colleen Chapin, Delaney Towle APPROVAL OF MINUTES: MOTION: Janis Hastings moved to approve the October 18, 2021 special meeting minutes. Ericka Garcia seconded the motion. Discussion. The motion carried 2-0. OLD BUSINESS: NEW BUSINESS: POLICE:  Approval of the Lateral Police Officer eligible list MOTION: Janis Hastings moved to approve the Lateral Police Officer eligible list. Ericka Garcia seconded the motion. Discussion. Motion carried 2-0.  Approval of the Entry Level Police Officer eligible list MOTION: Janis Hastings moved to approve the Entry Level Police Officer eligible list. Ericka Garcia seconded the motion. Discussion. Motion carried 2-0. FIRE:  None OTHER BUSINESS:  Police Chief Ken Roske Request of Revision- Rule 12 Temporary and Provisional Appointments. The request is to change the appointed time period from four (4) months to twelve (12) months, once per year, for a temporary or provisional appointment. Chief Roske stated that the department has recently hired 4 new Sergeants (Sgt) and there is a Sgt on duty 24 hours a day 7 days a week. If a Sgt is off duty for a period of time the other Sgt’s will be held over or come in early and work twelve hours shifts. That can work for a short period but if a Sgt is anticipated to be absent for some time then a temporary Sgt can be appointed off the current list for 4 months or if there is no list, and an emergency exists, a provisional appointment can be made for 4 months. No of the current Sgt’s has indicated that he may need to be out for 8 – 9 months due to a medical reason. The Chief that in that situation there is a huge learning curve, and a lot of training is necessary. He expressed that he did not want to have to pull one temporary Sgt out after 4 months and then do the necessary training again. He did indicate that this does not happen very often but the Sgt is “in Charge” of the city during the night shift and that is a lot of responsibility. He also expressed that when he was a Corporal back in the 1990’s a temporary assignment could last 1 year long and he didn’t know when that changed. The Commission Clerk also indicated she did not when that change was made because it has been the current language since she started with the city in 2014. Commissioner Janis Hastings she would like some to consider this matter and she wants to make sue the Commission acts in a fair and consistent way. She expressed that if one person gets to do a temporary assignment and the rest on the list do not that could be an unfair advantage when promotion occurs. Commissioner Ericka Garcia stated she is concerned about the employee’s perspective as well and ensuring the Rules are applied in a fair and consistent manner. Chief Roske stated that it is a complex job to be a Watch Commander in a department and city of this size. MOTION: Janis Hastings made a motion to table this item until the next meeting. Ericka Garcia seconded the motion. Motion passed 2-0 The Commission asked the Clerk to do some research to try and determine when the temporary was changed from 1 year to 4 months and why. ADJOURNMENT: There was no other business to come before the Commission. The meeting was adjourned at 5:58 pm. The next scheduled meeting is Tuesday, January 22, 2022 at 5:15pm due to the Martin Luther King Holiday.
