HomeMy WebLinkAbout2022.03.21 CSC Meeting MinutesMINUTES CIVIL SERVICE COMMISSION PERSONNEL - FIRE – POLICE DATE: March 21, 2022 CALL TO ORDER: The meeting was called to order at 5:24 pm ROLL CALL: Members present: Ericka Garcia, Janis Hastings, Josee Saldua-Potvin Members absent: Staff: Colleen Chapin, Chief Examiner Delaney Tucker, Secretary Pro Tem Guest: Steve DiJulio, Foster Garvey, Civil Service Attorney APPROVAL OF MINUTES: MOTION: Janis Hastings moved to approve the February 28, 2022, meeting minutes. Josee Saldua- Potvin seconded the motion. Discussion. The motion carried 3-0. OLD BUSINESS:  Police Chief request to amend Civil Service Rule #12 re: temporary and provisional appointments. o Mr. Steve DiJulio, an attorney at Foster Garvey, who is a Subject Matter Expert (SME) for Civil Service through out the State of Washington, joined our meeting on Teams to provide the Commission with his expertise as it relates to the request from Police Chief Ken Roske to change Rule #12 which now limits a temporary or provisional appointment from 4 month to one year. Mr. DiJulio explained that even though the current language in the Rules is consistent with RCW 41.12 (Police) and RCW 41.08 (Fire), many organizations have revised their Rules the meet the current workplace demands and fair and equitable hiring practices. He expressed that a modification of the Rules to allow for a six-month temporary or provisional appointment was a reasonable change the Commission has the authority to change. The Commission discussed the request by Police Chief Ken Roske to extend the time limit for both the temporary and provisional appoints to one-year. The Commissioners felt that one-year was to long for either appointment but they felt that a change from four (4) months to six (6) moths was reasonable based on the time an employee may be absent from the workplace on Federal Family and Medical Leave Act (FMLA) and the Washington State Paid Family and Medical Leave (PFML). MOTION: Josee Saldua-Potvin made a motion to change Rule 12.01 – Temporary Appointments, from a period of no longer than four (4) months to a period of no longer than six (6) months. Discussion. Carried 3-0 MOTION: Josee Saldua-Potvin made a motion to change Rule 12.02 – Provisional Appointments from a period of no longer than four (4) months to a period of no longer than six (6) months. Discussion. Carried 3-0 NEW BUSINESS: POLICE:  Approval of the Entry Level Police Officer eligible list MOTION: Josee Saldua-Potvin moved to approve the entry level police officer eligible list. Janis Hastings seconded the motion. Discussion. Motion carried 3-0. FIRE: None OTHER BUSINESS:  Election of the Commission Chairperson and Chairperson Pro Tem. MOTION: Janis Hastings moved to appoint Ericka Garcia and Chairperson and Josee Saldua-Potvin as Chairperson Pro Tem for 2022. Josee Saldua-Potvin seconded the motion. Discussion. Motion carried 3-0. ADJOURNMENT: There was no other business to come before the Commission. The meeting was adjourned at 6:12 pm. The next scheduled meeting is Monday, April 18, 2022, at 5:15 pm.
