HomeMy WebLinkAbout2022.09.19 CSC Meeting MinutesMINUTES CIVIL SERVICE COMMISSION PERSONNEL - FIRE – POLICE CALL TO ORDER: The meeting was called to order at 5:16pm DATE: September 19, 2022 ROLL CALL: Members present were: Josee Saldua-Potvin, Janis Hastings, Ericka Garcia Members absent: Staff: Colleen Chapin, Delaney Tucker Guest(s): Firefighter Todd Pyper APPROVAL OF MINUTES: MOTION: Josee Saldua-Potvin moved to approve the August 15, 2022, meeting minutes. Janis Hastings seconded the motion. Discussion. The motion carried 3-0. MOTION: Josee Saldua-Potvin moved to approve the July 18, 2022, meeting minutes. Janis Hastings seconded the motion. Discussion. The motion carried 3-0. OLD BUSINESS:  In accordance with Rule 8.15, two (2) promotional Fire Lieutenant candidates protests of the rating standards (Todd Pyper, Brandon Wertman). These individuals have now submitted official appeals to the Commission, we need to discuss that there will be a hearing in accordance with Rule 5 at a later date. City attorney information to present to the Commission regarding the upcoming hearing. Need to set a date for the hearing. o Colleen asked each Commissioner; after hearing the information provided by Brandon Wertman at the meeting on June 21, 2022, can you hear the appeals in a fair and equitable way? o Each Commissioner responded individually with “no.” o Staff will get input from legal on the next steps in this process with the above information. NEW BUSINESS: Police:  Approval of the Entry Level Police Officer eligible list MOTION: Josee Saldua-Potvin made a motion to approve the Firefighter eligible list. Janis Hastings seconded the motion. Discussion. Carried: 3-0  Approval of the Lateral Police Officer eligible list DISCUSSION: Commission requested information about the name on the list and staff disclosed that this candidate was the son of the Police Chief Ken Roske. Commission requested information about City policies related to Nepotism and staff shared the current policy with the Commission. All Commissioners agreed that certifying this list would be against the City policy and therefore the candidate is not initially eligible for employment.  Approval of the Police Lieutenant process and character of examination MOTION: Janis Hastings made a motion to approve the Police Lieutenant process and character of examination through Public Safety Testing as presented. Josee Saldua-Potvin seconded the motion. Discussion. Carried: 3-0 OTHER BUSINESS:  Debrief from Civil Service Conference – Virtual September 20, 21, and 22. ADJOURNMENT: There was no other business to come before the Commission. The meeting was adjourned at 5.38 pm.
