HomeMy WebLinkAbout2022.06.21 CSC Meeting MinutesMINUTES CIVIL SERVICE COMMISSION PERSONNEL - FIRE – POLICE CALL TO ORDER: The meeting was called to order at 5:15pm DATE: June 21, 2022 ROLL CALL: Members present were: Ericka Garcia, Janis Hastings, Josee Saldua-Potvin Members absent: Staff: Colleen Chapin Guest(s): Police Sergeant Scott Warren, Paramedic Patrick Heeren & & Firefighter Brandon Wertman APPROVAL OF MINUTES: MOTION: Janis Hastings moved to approve the May 16, 2022, meeting minutes. Josee Saldua-Potvin seconded the motion. Discussion. The motion carried 3-0. OLD BUSINESS:  MOTION: Josee Saldua-Potvin made a motion to change Rule 8.03 – Competitive Examination and Rule 8.04 – Character of Examination, to allow for the Chief Examiner to coordination or administer one or more parts for the entry level testing process for the establishment of an eligible list rather the two (2) parts that are required currently. Janis Hastings seconded the motion. Discussion related to this change was shared with the Commission by Deputy Chief Brent Cook and Police Sergeant Scott Warren at the May 16, 2022, meeting so the Commission was prepared to review and discuss the draft of the proposed changes. This change does not require only a one step process or prohibit a two-step entry level testing process. Motion carried 3-0 NEW BUSINESS: Fire: None Police:  Approval of the Entry Level Police Officer eligible list MOTION: Josee Saldua-Potvin moved to approve the entry level police officer eligible list. Janis Hastings seconded the motion. Discussion. Motion carried 3-0. OTHER BUSINESS:  Discuss a request by Police Chief Ken Roske regarding a change in Rule 8.04 – Character of the Exam for entry level and lateral testing. o The Commission was presented with the memo from Chief Roske requesting a change to the Civil Service Rules and the Police Department guests present expanded on the request to mention that the goal is to remove the Oral Board from the current process based on the current need to speed up the hiring process for Police Officers. The guests both mentioned that other Cities and Counties are recruiting right now, and candidates get picked up by other agencies before we are able to look at them due to the lengthy process. They believe that by removing the Oral Board process, they will be able to review candidates sooner.  Firefighter Brandon and Firefighter/Paramedic came to the open public meeting to discuss the potential appeal to the Commission regarding the Lieutenant testing process. The Chief Examiner provided the Commission with the testing information and the response that was provided to both Mr. Wertman and Firefighter Todd Pyper. The Chief Examiner is seeking legal advise and will notify Mr. Wertman and Mr. Pyper in accordance with Rule 5 – Hearings. ADJOURNMENT: There was no other business to come before the Commission. The meeting was adjourned at 6:14 pm. The next scheduled meeting is Monday, July 2022, at 5:15 pm.
