HomeMy WebLinkAbout2022.04.14 PRAB Minutes MINUTES Parks & Recreation Advisory Board 5:30 PM - Thursday, April 14, 2022 City Hall, Conference Room 5 and MS Teams Meeting - Click here to join the meeting CALL TO ORDER The meeting was called to order at 5:40 pm, by Zach Ratkai, ACS Director ROLL CALL Boardmembers: Nolvia Salinas, Julie Campos, Edgar Delgado, Bradyn Leyde, Jason Ruud, Kate Bonderman, Shane Arnott and David Milne (City Council Rep) City Staff: Dan Dotta, Brent Kubalek, Zach Ratkai, Jason Janosky and Ally Garza APPROVAL OF MINUTES MOTION: Ms. Bonderman moved to approve the minutes from the March 3, 2022 meeting. Mr. Ruud seconded the motion. Motion carried unanimously. COUNCIL REP & BOARDMEMBER REPORTS Ms. Salinas • Pleased to see that the water was fixed at Palomino Park • Pleased to see the picnic tables at Palomino Park Councilmember Milne • Thunderbird Motel Purchase • It will improve the downtown area • Facilitate a better park across the street (Peanuts Park) Page 1 of 4 STAFF REPORTS Recreation • PR Runners Youth Cross Country ended April 2 (73 participants) • Adult Drop-In Volleyball (competitive) • Community Garden • Youth Spring Break Tennis Camp • Memorial Pool • Summer Programs • Sylvester Park Soccer Mini Pitch Project • Community Service Day at Sylvester Parks & Facilities • Charged Memorial Pool • Charged Irrigation Systems • Prepped Softball fields • 6 Park Benches donates • Applied pre-emergent • Windstorm Cleanup • Water truck in service • Boom truck back in service • Received donated furniture for Animal Control • Arbor Day was on April 13th A&CS Director • Renovated & Expansion • Headstart, YMCA (currently) • Pasco PD, Mid-Columbia Library (potential) • Question/Concern from Nolvia was if we carefully picked the right vendor to take care of our water issues so we wouldn't have to fix their mistakes in the future. Zach Ratkai answered stating he will make sure our staff helps with the design process & try to get additional help. Hire third party help with construction help & be more mindful about the projects value and their work • Tri-Bex- invited the Umatilla tribe to see the different facilities and discuss shoreline management. • Riverfront access • Regional Scooter rental; Visit Tri-Cities, usage of the trails on the shoreline • Comment from Pete K was regarding the mural and how we the city can work with him and his wife Page 2 of 4 UNFINISHED BUSINESS Grand Old 4th Parade Marshall Nomination Selection (3 persons) • The board agreed to nominate 4 individuals for the Grand Marshall MOTION: Ms. Salinas moved to recommend Mike Garret, Bob Tippett, Bill Lampson & Rebecca Francik to City Council to serve as the 2022 Grand Old 4th Parade grand Marshall. Mr. Ruud seconded the motion. Motion carried unanimously.Motion carried unanimously NEW BUSINESS • Pete talked about the weed growth at Chiawana Park and suggested maybe watering that area earlier in the year • Shoreline management with the U.S. Army Corp of Engineers • The City is establishing relationships with the Tribes and they have expressed interest in partnering with the City of Pasco on future shoreline projects • Pete stated if we could get access to the shoreline we could honor the Tribes Councilmember Milne provided a recap of the recent City Council Retreat. MISCELLANEOUS DISCUSSION Aquatics Facility Vote - April 26 Mr. Ratkai explained the ballot process that the Pasco Public Facilities District Board followed for the Aquatic Facility that is out for vote through the end of April 26, 2022. Mr. Kubalek provided a brief report regarding the new Recreation Guide. Mr. Kubalek mentioned that Jon Pheanis from MIG would be at the May 12th Special Workshop to discuss the status of the Parks, Recreation and Outdoor (PROS) Master Plan.
