Jason seconded. Motion carried unanimously. COUNCIL REP & BOARDMEMBER REPORTS Nolvia • Pleased to see have the water fixed at Palomino park • Pleased to see the picnic tables David (Councilmen) • Thunderbird Motel Purchase • It will improve the downtown area • Facilitate a better park across the street (Peanuts Park) STAFF REPORTS • Recreation • PR Runners Youth Cross Country ended April 2 (73 participants) Page 1 of 3Page 3 of 18 • Adult Drop-In Volleyball (competitive) • Community Garden • Youth Spring Break Tennis Camp • Memorial Pool • Summer Programs • Sylvester Park Soccer Mini Pitch Project • Community Service Day at Sylvester Parks & Facilities • Charged Memorial Pool • Charged Irrigation Systems • Prepped Softball fields • 6 Park Benches donates • Applied pre-emergent • Windstorm Cleanup • Water truck in service • Boom truck back in service • Received donated furniture for Animal Control • Arbor Day was on April 13th A&CS Director • Renovated & Expansion • Headstart, YMCA (currently) • Pasco PD, Mid-Columbia Library (potential) • Question/Concern from Nolvia was if we carefully picked the right vendor to take care of our water issues so we wouldn't have to fix their mistakes in the future. Zach Ratkai answered stating he will make sure our staff helps with the design process & try to get additional help. Hire third party help with construction help & be more mindful about the projects value and their work • Tri-Bex- invited the Umatilla tribe to see the different facilities and discuss shoreline management. • Riverfront access • Regional Scooter rental; Visit Tri-Cities, usage of the trails on the shoreline • Comment from Pete K was regarding the mural and how we the city can work with him and his wife UNFINISHED BUSINESS Grand Old 4th Parade Marshall Nomination Selection (3 persons) • The board agreed to nominate 4 individuals for the Grand Marshall Page 2 of 3Page 4 of 18 MOTION: I move to recommend Mike Garret, Bob Tippett, Bill Lampson & Rebecca Francik to City Council to serve as the 2022 Grand Old 4th Parade grand Marshall.Motion carried unanimously NEW BUSINESS • Pete talked about the weed growth at Chiawana Park and suggested maybe watering that area earlier in the year • Shoreline management with the Army Core of Engineers • The city is establishing relationships with the tribes and they have expressed interest in partnering with the City of Pasco on future shoreline projects • Pete stated if we could get access to the shoreline we could honor the tribes City Council Retreat Recap MISCELLANEOUS DISCUSSION Aquatics Facility Vote - April 26 Zach explained the process to the board. PASSED AND APPROVED THIS ___ DAY OF _______, 20__ Page 3 of 3Page 5 of 18 Master Plan Advisory Committee/Parks and Recreation Advisory Board Joint Meeting Summary On May 12, 2022 the City of Pasco and MIG consultant team held an online joint meeting with the City of Pasco Parks and Recreation Advisory Board and Master Plan Advisory Board. The purpose of the meeting was to review community needs for parks and recreation and identify goals, objectives and priorities for the Master Plan. There were approximately 14 participants in the meeting including City staff. SUMMARY Brent Kubalek, Recreation Services Manager, welcomed participants who then introduced themselves. Jon Pheanis, Project Manager with MIG, then provided an overview presentation, followed by small group breakouts according to four general topic areas. The graphic below is from the digital white board used to take notes during the meeting and capture key themes from participant responses. The following is a summary of the goals, objectives and priorities identified during the small group break-outs, organized by general topic area. NEXT STEPS Once the online community survey is closed, the project team will analyze results and refine goals and policies, as well as draft recommendations and projects for the Master Plan. Page 6 of 18 Management and Operations Goal: Safer, non-vehicular access and connection to existing parks. • O: Flashing light and lighted crossings to the parks. • P: School connections, RD 88 to Chiawana Park Goal: ID process or method for new uses of existing facilities • NHPA... generalized NHPA for the parks (single, over-arching review to mitigate the need for new review each time) • ^^Tribes, Congressional delegation ... all cooperative • O: Formulate new process Goal: Est process for acquiring or dedicating parks/rec facilities in infill areas • Infill, higher density, demand could change Goal: Fill in the gaps in our park service areas • Lots of conformance from Trans Master Plan in the comments. Tie in public facilities and schools. • Formalize process and standards Goal: Formalize new standards for new development. • Work with the tribes on an "interpretive center", history, interaction with tribe history and traditions. • Open area for Lacrosse, tie in with native American sports history. Goal: Community Park in Adams area (regional draw... tie with new development) • THINK BIG!!! Natural Areas and Shorelines Goal: Improve Cooperation with the USACE • O: Establish a maintenance agreement with USACE • Streamline process, minimum standards. • Redefine the process? • Chiawana is considered developed, but Wade was not. Wade doesn’t have gathering spaces, etc. Reimagining what to do with Wade... as an objective Goal: tie into Sacajawea Park (obtain the park) • Explore feasibility Page 7 of 18 Organized Sports and Outdoor Recreation Goal: "Expanded facilities for various field and indoor sports - not tied to private sports club • No public indoor soccer facility • Few public gyms • Indoor multiuse sports space • Covered outdoor courts • Lack of lighted and synthetic turf • Enough fields to rotate use" Goal: Expanded and connected Trail system • "Variety of trails to Meet needs varied of trail use types • Improved communication of trail availability" Goal: Expanded Indoor/outdoor multiuse facilities • Indoor Multiuse Facility (soccer, baseball, basketball, etc.) • Lighted fields Events and Programs Goal: Maintain/Improve Affordability of Programming and Access • Look at program location • Trial run programs • Communicating Financial Assistance opportunities • Policies that promote access and equity Goal: Events and Facilities that Promote celebration of culture • Facilities that promote same on smaller scale, i.e. Large picnic shelters Goal: Better organized community volunteer program Goal: Maintain/Improve affordability of Programming and Access Goal: Facilities to support community events Page 8 of 18 Parks & Recreation Advisory Board MeetingPage 9 of 18 July 7, 2022 1. Staff ReportsPage 10 of 18 Recreation Report PROGRAM HIGHLIGHTS •Adult Drop-In Volleyball •Continues to be popular –Extended throughout summer •Youth and Adult Softball Leagues •Adult Leagues: 31 Teams (Men's, Women's, & Coed Divisions) •Youth Leagues: 60 Boys, 71 Girls •SEEK Summer Camps & Trips •Hired Staff •First Camp (Basketball) -full with 60 kids •Getting good participation in all campsPage 11 of 18 Recreation Report PROGRAM HIGHLIGHTS •Memorial Weekend Swim •Opened Pool from Sat-Mon 5/28-30 •Rainy Cool weather kept attendance low –only about 73 people per day •Pool Opened for Summer on June 10. •Channel Cats Regional Swim Meet •Took place at Memorial Pool June 3-5 •800+ Athletes in attendance •2nd Meet of the Year will be July 22-24 •Volunteer Thank You BBQ •Took place –Sat.
