Proposed Scope of Work
Coordinate using phone, email and video conferencing with Pasco Public Facilities District
Executive Director Matt Watkins and needed City of Pasco departments or staff to obtain
the following information for review and analysis:

sales tax for Public Facility Districts)
Revised Statutes of Washington
Update information presented in 2021 including:
Analyze potential sales tax that will be generated by 0.2 sales tax beginning January 2023, by
projecting trends within subcategories of sales tax generation, as informed by real estate
market data and state and local economic trends.
The analysis of potential sales tax generation would be compared with estimates of
construction debt service requirements plus annual operations cost estimates, to forecast
sufficiency of dedicated sales tax to fund the portion of debt service and operations that
would not be expected to be recovered by user fees.
Analysis would be expected to include the following three scenarios:
Conservative
Probable
Optimistic
Develop graphics, tables, narrative report and PowerPoint slides.
Present updated material in person or remotely at a PFD meeting as determined.
The estimate of cost for the analysis and report is $6400 (40 hours at $160 per consulting hour)
including the option of presenting in person to include reasonable travel expenses and time.
Additional work beyond this estimate would require prior authorization by the PFD’s Executive
Director.

Overview of Evaluating Qualification, Interview, Selection Process,
Negotiation, and Contracting
Overview
Invitations sent to potential candidates to submit Statement of
Qualifications (SOQ) demonstrating recent experience successfully
providing Project and Construction Management Services on behalf
of a PFD under traditional and alternative project delivery methods.
Responses received by Executive Director for completeness.
Selection Team
Review applications, grade, shortlist, interview, and select.
PFD Board Member (1 or 2 TBD)

Grading Criteria
Proposed Staff, Qualifications (15%) - Proposed staff, working titles,
degrees, certificates, and license; roles and responsibility of each team
member; individual’s experience and capacity for providing the
services being requested. Key members by name, position, discipline,
and firm, as well as key back up personnel.
Project History Summary & Matrix (30%) - Previous experience,
Project History Matrix, services the proposed firm rendered. 5 recent
municipal alternative delivery contracts/projects the Consultant has
completed in the last 10 years
References (10%)
Understanding of Requested Services (20%)

Interview Process

30-minute presentation
30 minutes for questions and answers.
Candidate Selection
Following the interviews the Selection Team will review interviews,
submissions, score candidate and choose preferred consultant.
PFD Executive Director with City assistance negotiate a specific
scope of services, fees, and schedule with the selected Owners’
Representative.
If an agreement cannot be reached with the first selected Owners’
Representative, the PFD will terminate negotiations t and open
negotiations with the second ranked Owners’ Representative.
Compensation discussed with one Owners’ Representative is
confidential and will not be discussed or disclosed with others.
Once a Owners’ Representative is chosen and terms negotiated, a
recommendation to the PFD Board will be made
