Well done. In considering siting of the aquatic facility,there are many options available to you to choose from. The Wellness Clinic at LifeQuest(LifeQuest)has the site that would meet the requirements as the premier site to locate this facility. The physical location and the synergy with the existing LifeQuest facility makes this location a premier choice. 1. The undeveloped land meets the acreage required for phase 1 and phase 2. 2. The visibility from 1182 and Road 68 is a marketer's dream. The waterslides by themselves located near the freeway says it all to anyone passing by. 3. It is located in the heart of the recreational facifities of Pasco including the HAPO Center, baseball fields, soccer fieids, ice arena and camping grounds. 4. It is surrounded by hotels for out-of-town guests. 5. Tremendous cost savings far the existing infrastructure that is already in place: Access to the praperty Water is to the site Sewer is extended to the site Natura►gas is to the site 6. The land acquisition price is within the budget. 7. A cooperative parking agreement with LifeQuest expands the parking that may be needed on "crunch" days. Other options available include a public-private partnership between LifeQuest,the PPFD and perhaps the City of Pasco. A public-private partnership can take on a variety of options with multiple variations of each. These include any of the following: 1. PPFD can purchase the land, build the aquatic facility and ha�e an operating agreement with LifeQuest. This mitigates the operating risks with the LifeQuest operating experience and staff. A quick sidebar: The majority of the ownership of LifeQuest also own and operate the two large aquatic facilities(indoor pools, outdoor pools, hot tubs, cold plunge and water parks)at the Pacific Clinic in Kennewick and Cofumbia Basin Racquet Club in Richfand. 2. PPFD can purchase the land, build the aquatic facility and enter into a cooperative mem6ership agreement with LifeQuest bringing more income to the facility. 3. City of Pasco can purchase the LifeQuest facility as a community recreation and senior center. The LifeQuest staff could be retained to operate both facilities on behalf of the PPFD and The City. There has been concern about the traffic congestion on Road 68, especiaily at the intersection with Burden,that some believe takes this property out of consideration. Personally, we appreciate the changes on Burden for west bound traffic by extending the length of the turn lanes and designating the
