I am not in support of this proposal to change Low Density Residential to High Density Residential at these properties south of Hopkins Street and Road 34. The High Density Residential would not be compatible with the now existing Low Density Residential single family homes.This proposal would bring in a very high traffic volume and the opportunity for more neighborhood crime.At the June 16, 2022 meeting, the applicant stated there was access to this property from Highway 395 and Road 34. There is no connection to this property from Highway 395 or Road 34.This property is land locked by the river dike, the Moore Mansion and residential homes. At the June 16, 2022 meeting, Jay Hendler recused himself from this issue due to conflict of issue. After the council moved onto the next issue about three quarters of the audience left the meeting.The council stated this item on the agenda was for submission on the proposal only. Yet, at the end of the meeting, I was told, since I left with everyone else, a vote was held on this proposal. And, after recusing himself from participating in this proposal, Jay Hendler vote for this proposal. Again , this is what I was told by someone that � stayed for the complete meeting. Hans Email: Hansd5889@gmail.com Subject: Opposition to Proposed amendments Comment: Public hearing 6 September 2022 Opposition and Concerns to the Re-Zoning of Land In Riverhaven Neighborhood Pasco, Washington 2022 September 6 Public Hearing A proposed amendment to City of Pasco development plan and Future Land Use Map for 2018-2038 aims to add lands south of 34th and located in the Riverhaven neighborhood to be re- zoned. From low density residential to high density residential. The reason for the proposed changes, is to build a four-story apartment complex along the river in the lands just west of the Moore Mansion. Residents of Riverhaven, the neighborhood which is a part of this plan are opposed to the plan for reasons arising from the following concerns: 1. How will increases in density and population, resulting from the high-density residential development affect existing rates of property crime in this jurisdiction (Riverhaven). 1 2. What plans are in place to handle increases in traffic/congestion and pedestrians. 3. What impacts will this have on existing home values in the area. a.According to the Federal Bureau of Investigation (FBI)online Crime Data Explorer(CDE), which measures annual crime rates in the United States and indicates as of 2020 there are 2109.9(Washington 2734) property crimes per 100,000 people. The U.S. Census has the population of Pasco, Washington as of 2022 at around 80,000 with annual growth rate of 2.20%= 1700 new residents on average yearly. Meaning It is statistically significant that an increase in density will result in a proclivity for an increase in property crimes in the area that is higher than the normal rate of property crimes for the ciry, as a result of more people being included in less space. It is proven that increase in property crime which Washington already ranks as one of the highest, does have a negative affect and directly impact existing home values resulting in tangible losses for the current residents of Riverhaven from higher than normal crime rates. Hopkins Street and Road 34 in Pasco, WA. l`� � �y I have lived on Rd 34 since 196�4. In that time, I have watchedthe residential area expand and change as more homes have been built in the area. I am not against single family homes being built in this plot of land. I do have an issue with changing the area listed above from low to high density and see it being highly detrimental to our neighborhood. With the increased traffic down Road 34, increased noise, and neighborhood children's safety concerns, as well as a possible changes to ourlandscape (who wants to look at a four-story apartment complex). In addition, #he potential of decreased property valuesby adding high density apartment comptexes are not favorable. No number of trees, fences or walls would provide a proper barrier from the proposed eyesore. The applicant knew this land parcel was zoned for future low�density housing when he purchased the property. lt shauld not be the neighborhQod resident's responsibility to make up for his poor business decision to purchase this land (it was mentioned they cannot get an ROI by putting in low-density housing). Although the applicant noted at the planning meeting tha# they met the criteria with access to Sylvester and Highway 395r access isn't direc# to Highway 395. This would in fact cause most traffic to come down Road 34. 240 apartment units = 480 cars driving down our small road? Unacceptable! Again, I have no issue with #he applicant building single family dwellings on his land.
