(RH2), entered into a Professional Services Agreement (PSA) on 1/21/2022 to provide engineering services with respect to the City's East Urban Growth Area (UGA) Expansion Sewer Local Improvement District (LID) project; and WHEREAS, the initial scope of work included in the original PSA was purposefully limited to begin work as soon as possible and include enough design work and public involvement to allow for the successful formation of the LID through Council approval; and WHEREAS, the LID is now formed and final design and development of sewer and lift station bid packages can move forward; and WHEREAS, RH2 completed the work identified in the original agreement not utilizing all funds allocated for that work; and WHEREAS, RH2 and the City would like to use the unused funds from the original agreement to complete the work proposed in Exhibit A; and WHEREAS, executing this `no cost' change order allows the work described in Exhibit A to begin upon execution. NOW, THEREFORE, this agreement is amended to allow RH2 Engineering, Inc., to provide continued professional (design) engineering services as described on Exhibit A. 1. Scone of Work: See Exhibit A. 2. Fee: No Change. This is a $0.00 amendment. Original authorization was based on Time & Materials Basis and was in the amount of $270,045.00. Paul Cross, PE — Principal Page I EXHIBIT A Scope of Work Amendment No. 1 City of Pasco East UGA Expansion Sewer Local Improvement District Project (No Cost Change) Early Action Phase 3 Items August 2022 Background The City of Pasco (City) has retained RH2 Engineering, Inc., (RH2) to design gravity sewer transmission mains and one sewer pump stations to connect the expanded Urban Growth Area (UGA) east of Road 68 and the Reimann Industrial Center (RIC) to the existing sewer system. The City's preliminary design concepts call for a 12- and 15 -inch -diameter gravity sewer main, up to two (2) lift stations and up to three (3) major crossings of either Burlington Northern Santa Fe (BNSF) Railway or State Route 395 (SR 395) through the Washington State Department of Transportation (WSDOT). Much of the route will require new easements and/or permits with Franklin County (County) to construct along the existing County right-of-way (ROW). Phase 1 of the project focused on assessing the preliminary alignments proposed in the Addendum to the Comprehensive Sewer Plan (Sewer Plan) and progressing the design to a point where a local improvement district (LID) can be formed to provide services to the East UGA. Phase 2 of the work identified high priority early -action items necessary to proceed with easement acquisitions and rights of entry as soon as the agreement to form the LID is determined and the UGA is confirmed by Growth Management Hearings Board. A contract amendment for Phase 3 will be required to prepare final design plans, technical specifications, and cost estimates for gravity sewer pipelines, lift stations, and force mains for those portions of the project that are ready to proceed. Additional phases may be required for those areas that are not ready to address their development needs and construction contracts are anticipated to be broken out into multiple schedules with some schedules bid together and others bid separately. The fee for subconsultant services identified in Phase 1 and Phase 2 included some of the subconsultant fees for geotechnical, cultural, and survey. As the amendment for Phase 3 is prepared, the schedule now dictates that additional subconsultant work be done in Phase 2 than was originally contemplated. The intention of this amendment is to authorize additional early action subconsultant services and offset those costs by deferring some RH2 labor and expenses until the Phase 3 contract is approved. The net result is a no -cost change to the currently approved contract. City of Pasco Amendment No. 1 East UGA Expansion Sewer LID Project Exhibit A — Scope of Work Task 1— Early Action Phase 3 Items Objective: Subcontract and coordinate work in the areas of topography surveys, cultural assessments, and geotechnical evaluations necessary to prepare for the design schedule contemplated in Phase 3. Approach: 1.1 Subcontract and coordinate with Aspect Consulting, LLC (Aspect) to perform geotechnical drilling, investigations, and reporting at the proposed force main crossing at State Route 395 and Foster Wells Road as well as investigating the proposed lift station site on the west side of Glade Road at Burns Road extended. 1.2 Subcontract with Plateau Archeological Investigations, LLC (Plateau) to perform cultural investigations of the area from the BNSF right of way west along Clark Road extended; then south along North Glade Road to Burns Road extended; then east along the force main route to North Railroad Avenue, Northern Street, Burlington Street, and Foster Wells Road to North Capital Avenue. This investigation will include the lift station site on the west side of Glade Road at Burns Road extended. 1.3 Subcontract with Rogers Surveying, Inc., (Rogers) to perform topographic surveys from the BNSF right of way west along Clark Road extended; then south along North Glade Road to Burns Road extended; then east along the force main route to North Railroad Avenue, Northern Street, Burlington Street and Foster Wells Road to North Capital Avenue. This survey will include the lift station site on the west side of Glade Road at Burns Road extended. Assumptions: • This amendment will be a no -cost change to the current contract. The additional cost of subconsultant work authorized for early action will be offset by deferring design and permitting services contemplated in this contract to a future Phase 3 contract by substitution. • Surface features within BNSF ROW and SR 395 ROW will not be needed for the design since trenchless construction will be performed in those areas at depths where existing surface features will not be disturbed. • The right of entry documents previously obtained by the City are valid for the subconsultant work listed in this Scope of Work. Provided by the City: • Confirmation of right of entry with private landowners.
