WHEREAS, the City and Murraysmith, entered into a Professional Services Agreement
on 6/18/2021 to provide engineering services with respect to the Wastewater Treatment Plant
(WWTP) Improvements project; and
WHEREAS as the Phase 2 project progressed Murraysmith and City Staff have
identified additional services; and
WHEREAS, in order to carry out the intent of providing sufficient professional and
design services of the WWTP Improvements project the current Agreement needs to be modified
to account for these additional services
NOW, THEREFORE, this agreement is amended to allow Murraysmith, to provide
additional professional and design engineering services as described in Exhibit A.

2. Fee:
The compensation for the additional work is based on a Time & Materials Basis of
$112,630.00, increasing the overall total authorization amount to $2.374,283.00.
Time of performance:
The services shall be complete for the project on or before December 31, 2023.

Background
EXHIBIT A
Murraysmith (Consultant) entered into a contract to complete design of the Phase 2
Improvements to the City of Pasco, Washington (City) municipal wastewater treatment plant
(WWTP) in June 2021. The design was planned to be complete in July 2022 with bidding through
April 2023. Consultant has been asked to revise their original scope of work to the City and this
Amendment clarifies and expands the services to be completed.
The following Scope of Services describes the changes that were made. All work is still for the
design of the Phase 2 improvements only.
Scope of Services
The following subtasks from the January 2021 original contract have been removed from the
project. The previous scope of services description for each is deleted per this contract
amendment. Budgets in these subtasks will be relocated for portions of the subsequent work.

The following new subtask scope of services descriptions are added per this contract amendment.
Task 5 — Contract Document Development
5.1A WWTP 90% Contract Document Development
Consultant will prepare a 90% complete set of WWTP Improvements Contract Documents. These
documents will include the Bidding Requirements, Contract Form, Conditions of the Contract,
Specifications, and Drawings. Drawings and specifications will include the required civil site work,
landscaping, architectural, structural, process mechanical, HVAC, plumbing, electrical, and
instrumentation and control design necessary for both the bidding and construction of the
proposed improvements to the WWTP.
5.1B Outfall 90% Contract Document Development
Consultant will prepare a 90% complete set of Outfall Improvements Contract Documents. These
documents will include the Bidding Requirements, Contract Form, Conditions of the Contract,
Specifications, and Drawings. Drawings and specifications will include the required civil work,
landscaping, structural, process mechanical, electrical, and instrumentation and control design
necessary for both the bidding and construction of the proposed improvements to the outfall.
Design will include a Landscape Architect for restoration of "riparian" plantings. Project will include
demolition of existing inland and in -water outfall.
5.2A WWTP 90% Contract Document Overview Workshop
A workshop presentation that summarizes the work products from this task will be prepared and
presented to the City in up to a full day interactive workshop. Workshop Presentation discussions,
decisions, and action items will be documented and consolidated for use in completing the
Contract Documents.
5.2B Outfa1190% Contract Document Overview Workshop

Budget includes one (1) review meeting, two (2) hours in duration, with the design team leads to
discuss review comments and recommended alternative approaches. Consultant will respond to
comments in a detailed comment tracking spreadsheet which will include compilation of
comments, response from Consultant, changes needed, and changes completed.
5.3B Outfall 90% City Staff Review
Budget includes one (1) review meeting, two (2) hours in duration, with the design team leads to
discuss review comments and recommended alternative approaches. Consultant will respond to
comments in a detailed comment tracking spreadsheet which will include compilation of
comments, response from Consultant, changes needed, and changes completed.
5AA WWTP Development of 100% Contract Documents
Following receipt of the review comments from Task 5.3, consultant will incorporate them, as
appropriate, and prepare a 100% stamped set of WWTP Improvements Contract Documents ready
for formal Ecology review and approval. Addition of IT and surveillance provisions are also added
to the 100% Contract Documents, as requested in email from Jon Padvorac on May 16, 2022.
5AB Outfall Development of 100% Contract Documents
Following receipt of the review comments from Task 5.3, consultant will incorporate them, as
appropriate, and prepare a 100% stamped set of Outfall Improvements Contract Documents ready
for formal Ecology review and approval. Design will include Landscape Architect for restoration of

5.68 Outfall 100% City Staff and Ecology Review
Consultant will prepare a comments tracking spreadsheet from detailed comments provided by
both the City and Ecology staff on the 100% Contract Document Package. Tracking spreadsheet
will include compilation of comments, response from Consultant, changes needed, and changes
completed. Consultant will prepare and distribute a summary of the review comments received
for discussion.
5.7A WWTP Development of Final Contract Documents
Following receipt of the review comments, Consultant will incorporate them, as appropriate, and
prepare a final stamped set of Contract Documents ready for Ecology formal approval and
subsequent Contractor bidding.
5.78 Outfall Development of Final Contract Documents
Following receipt of the review comments, Consultant will incorporate them, as appropriate, and

deliverables by a third party. The review documents will be provided one (1) week in advance of
review meetings. Budget includes up to two (2) review meetings, each four (4) hours in duration,
with the design team leads to discuss project constructability and recommended alternative
approaches. Consultant will prepare a comment tracking spreadsheet to document responses to

8.51 Sediment Sample Support
The proposed new outfall piping and existing outfall pipeline construction will include removal and
partial replacement of sediment for installation and demolition. This task includes development
of a Draft and Final Sediment Sampling and Analysis Plan (SAP) in accordance with the Dredged
Material Management Office (DMMO) Dredge Material Evaluation and Disposal Procedure User
Manual (DMMP, 2021). Field work will include 11 sample locations taken from a barge: six (6)
along the proposed alignment and five (5) along the existing alignment. Three (3) composite
samples will be created from the 11 samples: two (2) from the proposed alignment and one (1)
from the existing alignment. This task includes develop of a Draft and Final Design Sampling
Report.

8.5J Cultural Resources Assessment Sediment Sample Support
This modification provides additional scope and budget to support the cultural resources
assessment task. The changes to scope and budget are the result of changes to the project scope,
design and comments received through the Project's Area of Potential Affects (APE) definition
process. The additional scope and budget are related to the addition to the Project of removing
the existing outfall pipe, and the request for additional cultural resources identification work of
the in -water portion of the project during the APE approval process. This task includes
development of a Preliminary Draft Monitoring Plan, and Draft and Final Cultural Resources
Assessment Report.

Assumptions
■ The City of Pasco will provide all rights -of -entry for the project area
■ No in-person meetings will be required.

■ Single consolidated set of client comments on draft submittals.
Task 9 — Bid Phase Assistance
9.1A WWTP Pre -Bid Meeting
Prepare a meeting agenda and attend the Pre -Bid Meeting with City staff, Contractors, and other
parties interested in the project. Provide sign -in sheets and document questions and informal
responses made during the meeting.

Assist City with responses to Bidder inquiries and questions. Questions and inquiries that require
clarification to all Bidders will be issued via Addenda prepared by Consultant for City review and
use. This work may also include the development of an addendum to cover minor comments
received by the City, Ecology, or other permitting agency that are received after the development
of the Contract Documents are complete.

such as preparation of a bid tabulation spreadsheet, a review of required bid materials (e.g., bid
bond, listed subcontractors, acknowledgement of addenda, etc.), and/or a review of the
supplemental bidder responsibility criteria submitted. Consultant will discuss findings with the City
and aid in bidder communication as needed.
9.3B Outfall Bid Evaluation Support
Consultant will assist City in their evaluation of the bids received. Assistance may include items
such as preparation of a bid tabulation spreadsheet, a review of required bid materials (e.g., bid
bond, listed subcontractors, acknowledgement of addenda, etc.), and/or a review of the

Consultant will incorporate changes made by addenda during the bid period into a conformed set

The work covered under this scope will be billed on a time and materials basis at the billing rates
for personnel working directly on the project, which will be made at the Consultant's current
Hourly Rates, plus Direct Expenses incurred. The overall budget estimate breakdown for this work
is outlined in the table below. Consultant will manage the work identified to the aggregate
authorized budget amount which shall not be exceeded without prior written authorization from
the City.
