NOW, THEREFORE, this agreement is amended to allow MacKay Sposito, to provide additional professional engineering and construction management services as described on Exhibit A. 1. Scope of Work: See Exhibit A. 2. Fee: The compensation for the additional work is based on a Time & Materials Basis of $17,889.46, increasing the overall total authorization amount to $87,459.60. 3. Per the signed contract, extra services will be billed on a time -and -materials basis. However, for budgeting purposes an estimated date and cost to complete the tasks are provided below. DESCRIPTION / SCOPE OF AMENDMENT AMOUNT As -built Extra Tasks The Original Design budget included as -built survey; this original project contract has expired; these hours for field survey and preparing record drawing have been moved to this amendment. Prepare as -constructed plans for the project elements. This scope assumes as -constructed plans will be prepared using redlined plans and other information supplied by the contractor and/or City for changes $4,557.23 made in the field. Field surveying will be performed by Consultant to tie stormwater improvements, street light j -boxes, and street lights. • Prepare Final as -built drawings in PDF format. Traffic Engineering • Review traffic signal related submittals, review punch list, coordination during construction • Develop updated signal timing parameters for the traffic signals on W Argent Rd at Saraceno Way and N 20 th Ave. Signal timing parameters will be developed using traffic volumes developed in the traffic analysis report in 2018. (Walk and Flashing Don't Walk times), yellow change, and red clearance interval timings forthe study intersection and document recommendations in an email for the City to review. Calculate pedestrian timings (Walk and Flashing Don't Walk times), yellow change, and red clearance interval timings. • Coordinate with City of Pasco and/or Econolite to obtain a signal timing database template file to program for use in developing an updated timing database. Develop and program one (1) Econolite Cobalt signal timing input file for the W Argent Rd /N 20 th Ave intersection only. Fine-tune the input $13,332.23 file for W Argent Rd & Saraceno Way, as needed. The signal timing plan will include basic timing parameters and may include time of day and coordination plans between the two traffic signals. Revise (up to 1 revision) Econolite Cobalt signal timing input file based on the City's review. Note that we assume the bench testing of the programmed traffic signal timing will be completed by the Contractor to confirm all inputs are acceptable and result in safe operations in the field. • Assist the City with field implementation. One (1) Kittelson staff to be on site for a single day (up to 8 hours) to provide optimization support for the proposed signal modification. Note that we assume the field implementation and optimization support will be completed after the initial signal turn -on and switch -over to the new controller cabinets. Kittelson & Associates, Inc. (Kittelson) has been providing ongoing construction engineering support under a separate contract which is now expired, and this amendment includes scope for the completion of those services through the end of construction. The City of Pasco has requested traffic signal timing services from Kittelson for the signal controller replacements and signal modifications constructed with the project. The requested services include developing updated signal timing plans at the W Argent Rd & N 201h Ave intersection to support the implementation of the new signal phasing required with the signal modification and addition of signal - controller channelized turn lanes. The services also include fine-tuning of the signal timing at the W Argent Rd & Saraceno Way intersection, along with updates to coordination plans between the two signals. ASSUMPTIONS ■ This scope assumes the City of Pasco will lead bidding and construction activities, and Kittelson will provide limited engineering support as needed and up to the hour limits defined below. Kittelson assumes that attendance at a pre -bidding meeting and pre -construction meeting will not be required. ■ The City of Pasco or the Contractor for the project will develop and implement basic signal timings for the W Argent Rd & Saraceno Way intersection. The City will provide Kittelson with the timing parameters for that signal to use in developing coordination plans with the W Argent Rd & N 201h Ave intersection. ■ The City of Pasco will provide Kittelson access to City -maintained traffic signal cabinets for fine- tuning of controller parameters during implementation. Kittelson will coordinate with the City to either obtain cabinet keys or to accompany a City staff authorized to access the traffic signal cabinet. COMPENSATION Kittelson will perform the Scope of Services contained in this Agreement, as needed, on a Time & Materials Basis. The total fee for this Scope of Services is $12,120.21. This scope assumes as -constructed plans will be prepared using redlined plans and other information supplied by the contractor and/or City for changes made in the field. Task 3.1 Deliverables: Kittelson shall provide to Mackay Sposito: ■ Assist the City with responses to written questions received during construction (electronic). ■ As -constructed plan sheets (hard copy, PDF, and electronic CADD files) Task 8 — Signal Timing Services 8.1 Develop updated signal timing parameters for the traffic signals on W Argent Rd at Saraceno Way and N 20th Ave. Signal timing parameters will be developed using traffic volumes developed in the traffic analysis report in 2018. Signal timing parameters to be developed include: • Phase order and type (i.e. protected, permitted) • Recall modes • Yellow change • Red clearance • Walk • Flashing don't walk • Minimum green • Maximum green • Cycle length (if needed) • Split times (if needed) • Offset (if needed) Calculate pedestrian timings (Walk and Flashing Don't Walk times), yellow change, and red clearance interval timings for the study intersection and document recommendations in an email for the City to review, 8.2 Coordinate with City of Pasco and/or Econolite to obtain a signal timing database template file to program for use in developing an updated timing database.
