ROLL CALL Councilmembers present: Blanche Barajas, Craig Maloney, Irving Brown, Joseph Campos, David Milne, Zahra Roach, and Pete Serrano Councilmembers absent: None Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City Manager; Colleen Chapin, Human Resources Director; Eric Ferguson, City Attorney; Bob Gear, Fire Chief; Zach Ratkai, Administrative & Community Services Director; Ken Roske, Police Chief; Richa Sigdel, Finance Director; Rick White, Community & Economic Development Director; Steve Worley, Public Works Director; and Debby Barham, City Clerk. The meeting was opened with the Pledge of Allegiance. ORDINANCES AND RESOLUTIONS NOT RELATING TO HEARINGS Resolution - 2022-2032 Interlocal Cooperation Agreement Mid-Columbia Libraries Mr. Ratkai provided a brief report on the proposed interlocal agreement (ILA) with Mid-Columbia Libraries (MCL). Council, Mr. Cox and staff discussed the proposed ILA further, which included; • Concerns for executing a ten-year ILA due to budgetary concerns as the City has other upcoming funding needs for other City services such as building two new Fire Stations • Capital improvements needed for library facilities in Pasco • Funding options for library services • Clarification of a recent event held at the Kennewick Library Branch and the upcoming event scheduled at the Pasco Library Branch, which featured an Page 1 of 2 adult lecture on the Drag Queen culture and a scheduled LGBTQIA book club respectively, noting that MCL is a "public" library that serves the entire community • Implications to the City's budget for the new ILA- it was confirmed that there is funding available for the remainder of 2022 and through 2023 • Article XI of the new ILA provides for the annexation of the Library District into the City and if the annexation was approved by the registered voters, then this ILA would end • The ILA negotiations continued through Thursday, July 21 with a proposed agreement • MCL's Board is anticipating approval of the new ILA and is not interested in extending the current ILA for additional time for information gathering • Annexation of the Library District requires both the MCL and City approval to place the issue on a ballot and takes time to review, approve and move forward on Mayor Pro Tem Maloney stated that he was not ready to make a decision for the proposed ILA as he needed additional information, such as the completion of the Parks and Facilities Master Plan. Council thanked Mr. Cox for his time and for the services MCL provides to City of Pasco residents. MOTION: Mayor Pro Tem Maloney moved, seconded by Councilmember Milne to approve Resolution No. 4207, approving a new Interlocal Cooperation Agreement between City of Pasco and Mid-Columbia Libraries from July 2022 to December 2032, and further, authorize the City Manager to execute the Agreement. RESULT: Motion carried unanimously 6-0 AYES: Mayor Barajas, Councilmember Brown, Councilmember Campos, Councilmember Milne, Councilmember Roach, and Councilmember Serrano ABSTAIN: Mayor Pro Tem Maloney ADJOURNMENT There being no further business, the meeting was adjourned at 7:32 PM.
