City Council Workshop Meeting
7:05 PM - Monday, July 25, 2022

CALL TO ORDER
The meeting was called to order at 7:32 PM by Blanche Barajas, Mayor.
ROLL CALL
Councilmembers present: Blanche Barajas, Craig Maloney, Irving Brown, Joseph
Campos, David Milne, Zahra Roach, and Pete Serrano
Councilmembers absent: None
Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City Manager;
Colleen Chapin, Human Resources Director; Eric Ferguson, City Attomey; Bob
Gear, Fire Chief; Zach Ratkai, Administrative & Community Services Director;
Richa Sigdel, Finance Director; Rick White, Community & Economic Development
Director; Steve Worley, Public Works Director; and Debby Barham, City Clerk.
VERBAL REPORTS FROM COUNCILMEMBERS
Mayor Pro Tem Maloney commented on the recent Association of Washington Cities
(AWC) Legislative Priorities Committee meeting and encouraged Council for their
perspectives related to the City's legislative priorities by the end of the week.
Mayor Barajas commented on the Washington State Advisory Council on Historical
Preservation meeting that she and Councilmember Brown attended in the City of Pasco
Council Chambers on Friday, July 22 ,2022, noting that the Morning Star Baptist
Church, the Black American Experience in Pasco, WA and Kurtzman Park were placed
on the National register of historic sites.
ITEMS FOR DISCUSSION
Presentation on Cannabis Prohibition (10 minutes)
Mr. White introduced the topic and possible discussion items after the presentation
is completed.

David Morgan, owner of Lucky Leaf Co., provided a brief presentation of cannabis
retail opportunities in the downtown.area in the City of Pasco highlighting his store
located in downtown Spokane, WA.
Council, Mr. Morgan and staff further discussed the possibility of allowing the sale
of retail cannabis within the C-2 zone located in the Pasco downtown area.
Discussion also included:
• The revitalization of the downtown area
• Addressing the homelessness issue in the downtown area
• The safety issues in downtown area
• Assurances that children and youth do not have access to cannabis
• Theft and/or robbery within the retail store
Eric Larsen, cannabis retail owner, resident of Selah, WA also commented on the
the sale of cannabis within the industrial areas of Pasco.
Mr. Granbois, downtown business owner, expressed support of a retail cannabis
store in the Pasco downtown area and he submitted a Community Business Survey
of businesses in the downtown area that support the cannabis retail store in the
same area.
RECESS
Mayor Barajas called a five-minute recess at 8:40 PM.
ITEMS FOR DICUSSION CONTINUED
COPA (Colima-Pasco Association) Presentation and Sponsorship Request
Mr. Zabell commented on the State of Colima, Mexico and City of Pasco, WA sister
city relationship and the development of the Colima-Pasco Association (COPA).
He introduced Jose Iniguez, Downtown Pasco Development Authority Board
Member, COPA Arts and Culture Event Organizer and COPA performer, who
presented the COPA Concert and Art Walk scheduled in late September 2022, as
well as a sponsorship request of$15,000 for the concert.
Council and Mr. Iniguez further discussed the COPA Association and the upcoming
Arts and Culture event. Council concurred that a sponsorship agreement for this
weekend event would be appropriate.
Discussion of Municipal Services with the Confederated Tribes of the Colville
Reservation
Mr. Zabell and Mr. Ferguson provided a brief report regarding the Confederated
Tribes of the Colville Reservation and property they purchased within Pasco's city-
limits, the proposed municipal services agreement and the next steps as the tribe
moves through the process of placing their property in trust.

Mayor Pro Tem Maloney asked for clarification of various portions of the proposed
municipal services agreement and Mr. Ferguson provided explanations for those
sections of the agreement.
Council confirmed that the City supported the Colville Reservation's request to
move their property from fee status to trust status and the municipal services
agreement is an important step towards the transition of the property.
Resolution -2022 Fire &Ambulance Services Master Plan
Fire Chief Gear provided a brief report on the proposed 2022 Fire & Ambulance
Master Plan and he introduced Don Bivins, Principal for Bivins Consulting, LLC,
who presented the Pasco Fire Department Master Plan update.
Council, Mr. Bivins and staff briefly commented on the proposed Master Plan.
Resolution -Transportation System Master Plan (TSMP)
Mr. White introduced Planning Manager Gonzalez who provided a brief report on
the proposed TSMP.
Council and Mr. Gonzalez discussed the propose plan in further detail.
Resolution — Local Improvement District No. 151 Project Acceptance
Mr. Worley provided a brief report on the project acceptance for the Local
Improvement District {LID) No. 151.

There being no further business, the meeting was adjourned at 10:09 PM.
