IV. HISTORY AND FACTS BRIEF:
Councilmember Nikki Torres resigned from Council Position No. 3 effective May
31, 2022. Council subsequently approved a process by which to recruit for and
select a qualified individual to fill the remainder of the term.

Per Council direction, the vacant position was advertised June 8 through June
27, 2022, resulting in 11 qualified applicants from Pasco residents living in
Council Voting District No. 3 to fill the vacant Council seat.
On July 5, 2022, Council met in Executive Session, per RCW 42.30.110(1)(h),
and discuss the qualifications of the applicants for appointment to Council
Position No. 3 and determined that 4 of the 11 applicants would be interviewed
at the July 11th Special Council Meeting.
The regular term for Council Position No. 3 expires December 31, 2025. The
appointed Councilmember will serve until the 2023 general election votes are
certified by Franklin County in November 2023. The candidate receiving the most
votes will then be seated in Council Position No. 3, through the end of the regular
term.
V. DISCUSSION:
The City Council is not required to fill the position at this meeting. If however
following the interviews, Council determines it appropriate to appoint one the
candidates to serve until the next City Council General Election is certified, then
Council would conduct an internal election process. Such a process would entail
nomination(s) for consideration from among the candidates, and a public voting
process until a nominated candidate receives a majority of votes from among the
City Council.
If a nominee receives a majority vote, the Mayor is authorized to administer the
Oath of Office for new Councilmember.
Should Council need additional time for consideration of candidates the
appointment may be scheduled for a later date, or in the event Council wishes
to evaluate additional candidates, Council may instruct staff to reopen the
posting to a time certain.
