From the article: How did we get to this point where elected officials so routinely disparage and ignore the people they are supposed to represent? City Council Candidate Wayne Fenton expressed, "Untit recent events of the last year, I was content. It is impossible for me to sit back,say and do nothing about the tyranny of Olympia and the overreaching fist of Washington, D.C.,which is affectinjg our city, lives and livelihoods." Personally, 1 do not expect that you have all of the answers, but I do not appreciate arrogance,or recriminations. The Washington State Constitution proclaims,"all political power is inherent in the people,and governments derive their just powers from the consent of the governed." This evening I am thrilled to be standing here in presentation to the Pasco City Council. Last week,an update on Downtown Master Plan effort was provide by City Staff. This week there is an Agenda Item, "Request for Consideration of C-2 Zoning Amendment:' Thank you for your consideration. !"""�� �. i ' - � ��-�. � G�� �' � � `���te�.�sa,�s'a�ss. ��- C-2 was created in 1970 Why? At that time they needed to: Purpose: ... in orde�to preserve the public health, safety and welfare in the central business district, protect public and private investment ... certain uses may be restricted or prohibited. Prohibited uses: Evidence received by the Planning Commission... and Pasco Pofice crime reports demonstrates that certain uses make the central business district less desirable or... For reasons above the following listed businesses inhibit new business growth,contribute to business loss and decline of property values, inhibit access,or perpetuate a public image which is undesirable or unattractive and detrimental to public and private investment in revitalization efforts and therefore are prohibited within the C-2 District.
