The motion carried unanimously. MOTION: Ms. Bowdish moved, and Dr. Jilek seconded a motion to approve the minutes of the April 7, 2022, special meeting. The motion carried unanimously. Claims Approval MOTION: Dr. Jilek moved, and Ms. Bowdish seconded a motion to approve the First (1st) Quarter 2022 Expense Report. April 19, 2022 PPFD Minutes Page - 2 Financial Report: The PPFD Board reviewed and briefly discussed the First (1st) Quarter 2022 Balance Sheet and Statement of Revenues, Expenditures and Changes in Fund Balance. Old Business: The PPFD Board held a brief discussion regarding the PPFD’s Ballot Proposition No.1, currently before the PPFD voters and the information flyer that was mailed to Pasco residents on April 12, 2022. Mr. Bill Broderick, Pasco resident, asked some questions regarding the proposed Aquatic Facility. Mr. Ferguson reminded everyone that a future PPFD Board of Directors cannot be bound by suggestions, recommendations, promises, etc. that may be asserted by the current PPFD Board of Directors related to the possible fee schedule of an aquatic facility if the PPFD voters pass the proposition. Other Business: Mr. Maloney announced that the Pasco City Council passed a resolution supporting the PPFD Proposition No. 1 at their April 18, 2022, meeting. The next meeting was the regularly scheduled meeting is May 17, 2022. Adjournment: There being no other further business, the meeting adjourned at 4:31 PM. APPROVED this ___ day of ______________________, 2022 ________________________________ __________________________________ Mark Morrissette, President Debra Barham, Pasco City Clerk Resolution – PPFD Implementation Aquatic Center Tax- 1 RESOLUTION NO. ____ A RESOLUTION OF THE PASCO PUBLIC FACILITIES DISTRICT (PPFD), IMPLEMENTING COLLECTION OF THE VOTER AUTHHORIZED 2/10 OF 1% SALES AND USE TAX FOR THE INDOOR/OUTDOOR AQUATIC FACILITY AND COMPETITION POOL. WHEREAS, the PPFD is an independent taxing authority under the Constitution of the State of Washington RCW 35.57 and RCW 36.100, and is authorized under RCW 35.57.020 and RCW 82.14.048 to submit a proposition to the voters of the District which must be passed by a majority voting in the District; and WHEREAS, under RCW 82.14.048 any tax collected pursuant to that Chapter shall be used for the purpose of providing funds for the cost of financing, refinancing, design, acquisition, construction, equipping, operating, maintaining, remodeling, repairing, and reequipping of its public facilities; and WHEREAS, pursuant to Ordinance No. 3558 the Pasco City Council created the PPFD and approved its Charter; and WHEREAS, pursuant to Resolution No. 2022-01, dated January 18, 2022, the PPFD resolved to submit a Ballot Proposition No. 1, imposing 2/10 of 1% sales and use tax for the purpose of providing funds for the costs associated with the design, construction, and operation of an indoor/outdoor aquatic center including a competition pool, to the voters of the District and directed the Franklin County Auditor to place the same on the ballot for the April 26, 2022 special election; and WHEREAS, pursuant to Resolution No. 2022-02, dated February 15, 2022, the PPFD resolved to replace and supersede Resolution No. 2022-01, imposing 2/10 of 1% sales and use tax for the purpose of providing funds for the costs associated with the design, construction, and operation of an indoor/outdoor aquatic center including a competition pool, consistent with the requirements of RCW 29A.36.071 and RCW 29A.72.050, and directing the Franklin County Auditor to place the same on the ballot for the April 26, 2022 special election; and WHEREAS, on April 26, 2022 the PPFD Ballot Proposition No. 1, imposing 2/10 of 1% sales and use tax for the purpose of providing funds for the costs associated with the design, construction, and operation of an indoor/outdoor aquatic center including a competition pool, was submitted to the voters of the District, through the Franklin County Auditor’s Office, and the same did pass by a majority vote of those voting within the District; and WHEREAS, the PPFD Board now intends to allocate funds from implementation of the voter approved sales and use tax consistent with RCW 82.14.048. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE PPFD: Resolution – PPFD Implementation Aquatic Center Tax- 2 Section 1. Implementation of Voter Authorized Tax. The Board of Directors of the PPFD shall implement the voter authorized two-tenths of one percent (2/10 of 1%) sales and use tax consistent with RCW 82.14.048 for the purpose of providing funds for the costs associated with the design, construction, and operation of an indoor/outdoor aquatic center including a competition pool.
