EXHIBIT A
Scope of Work
Wastewater Treatment and Beneficial Use from Pasco Food Processing Facilities
Background
The City of Pasco is exploring innovative ways to optimize value generation and minimize waste, cost,
and pollution from multiple agricultural waste streams and byproducts in Pasco, Washington. Food
processing is a major economic engine for the state and the Tri -Cities region. Its viability depends on the
ability to cost-effectively treat process wastewater. Current Process Water Reuse Facility (PWRF)
constraints already block food processing expansion which could provide a minimum of 200 new jobs.
The city needs to upgrade their PWRF to meet water quality permit requirements and accommodate both
current and expanded users of the facility. Finding cost-effective denitrification solutions is critical to
reducing the cost of modernizing the PWRF and thus allowing users' facilities to expand and create new
jobs.
There are also numerous possibilities for integrating and drawing value from multiple waste streams in
the area, offering added benefits to the local economy, climate, water quality and ratepayers.
Objective
The Washington State Department of Commerce (COMMERCE) seeks to assists the City of Pasco in
finding solutions to treat and utilize wastewater generated from the food processing industry. The city will
explore and refine feasible opportunities to create new value from the treated wastewater and other waste
streams in the area while eliminating waste and pollution.
Goal 1
• The city will test wastewater from food process facilities for key parameters including but not
limited to nitrate, phosphorous, biological oxygen demand (BOD) and turbidity.
Goal 2
• Based on the results of Goal 1, the city will recommend an appropriate algae -based denitrification
system that produces valuable byproducts and any other opportunities to beneficially use the
existing or new waste streams in the area.
Goal 3
• The city will identify potential locations for an appropriate algae -based denitrification system
proximal to the existing PWRF.
