ROLL CALL Commissioners Present: Eleanor Neff, Rebecca Merkley-Omeje, Saul Martinez. Commissioners Absent: Ana Armijo Others: Angela Pashon, staff liaison; Emma Barnes, facilitator. APPROVAL OF MINUTES STAFF REPORTS UNFINISHED BUSINESS NEW BUSINESS 1. Selection of Chairperson and Vice Chairperson was postponed until recruitment of new commissioners is completed. 2. Consideration of Art and Culture Event Proposal, no action taken. 3. Subcommittee Identification a. Regional Signage - Rebecca and Saul b. Box Wraps - TBD c. ROLL CALL Commissioners Present: Eleanor Neff, Ana Armijo, Rebecca Merkley- Omeje, Saul Martinez, Calumet Kubalek. Commissioners Absent: Nisha McSwane-Franco Others Present: Angela Pashon (staff), Emma Barnes (facilitator) APPROVAL OF MINUTES Commissioner Kubalek moved to approve the Minutes of the September 28, 2021 meeting. Commissioner Merkley-Omeje seconded, motion carried unanimously. STAFF REPORTS NEW BUSINESS Recognition of Commissioners Calumet Kubalek and Nisha McSwane-Franco service on the commission. 2022 Workplan Proposal • Move to Quarterly Meetings: Commissioner Merkley-Omeje moved to move Arts and Culture Commission meetings from monthly to quarterly beginning January 2022, Commissioner Kubalek seconded. Motion passed unanimously. • Projects/Efforts Page 1 of 2 o 2022 Workplan: Peanuts Tribute Statue, City Gateway Signs, Art Festival/Event, second phase utility box wraps, and cultural recognition proclamations. Review Utility Box Wrap Applications Commissioners reviewed and selected five designs for utility box wrap program phase 1. PASSED AND APPROVED THIS ___ DAY OF _______, 20__ APPROVED: Page 2 of 2 Proclamation “Asian American and Pacific Islander Heritage Month” May 1 – May 31, 2022 WHEREAS, Asian American and Pacific Islander (AAPI) Heritage Month is a time to recognize the contributions and achievements of Americans of Asian, Native Hawaiian, and Pacific Island descent; and WHEREAS, in the United States, Asian Pacific Heritage Week was first celebrated in 1979 and was extended into AAPI Heritage Month in 1992; and WHEREAS, the month of May was chosen as Asian Pacific American Heritage Month to commemorate the immigration of the first Japanese citizen, Nakahama Manjiro, to the United States on May 7, 1843, but also the anniversary of the May 10, 1869, completion of the first Transcontinental Railroad, built in- part with the back-breaking labor of nearly 20,000 Chinese immigrants; and WHEREAS, today, more than 20 million AAPI members live in the United States; and WHEREAS, we celebrate their achievements and contributions which enrich our history, society and culture through languages and religions and, make our community more vibrant, prosperous, and secure; and WHEREAS, during AAPI Heritage Month we acknowledge the additional determination, hard work, and perseverance AAPI put forth to be heard and seen; and WHEREAS, the 2022 theme is “Advancing Leaders Through Collaboration” and encourages local and national governments to prioritize collaboration, development, diversity, transparency, and inclusion through leadership training of AAPI people; and NOW, THEREFORE, I, Blanche Barajas, Mayor of the City of Pasco, Washington, do hereby proclaim May 1 through May 31, 2022, as "Asian American and Pacific Islander Heritage Month". IN WITNESS WHEREOF, I have hereunto set my hand and caused the Official Seal of the City of Pasco, State of Washington, to be affixed this 2nd day of May 2022. Blanche Barajas, Mayor City of Pasco PILOT PROGRAMS Art in the Park • Select (1) park annually as park of the year • Community outreach to install public art • Seek private sponsorship to fund piece to be donated to City of Pasco public art roster • Hold community event for reveal Art & Culture Grants • Support activities for arts and cultural participation, celebration of diversity, building community connections, and activating arts and culture in public spaces • Limit to (1) submission per organization per year • Matching funds? • Criteria needed
