CALL TO ORDER
The meeting was called to order at 5:38 pm, by Jason Ruud, Chairperson
ROLL CALL
Boardmembers Present: Nolvia Salinas, Julie Campos, Edgar Delgado,
Bradyn Leyde, Jason Ruud and David Milne (City Council Rep.).
Boardmembers Absent: Kate Bonderman, Shane Arnott.
City Staff Present: Dan Dotta, Brent Kubalek, Zach Ratkai.
Guest: Pete Rieke.
APPROVAL OF MINUTES
MOTION: Jason moved to approve the minutes from the February 3, 2022
meeting. Bradyn seconded. Motion carried.
COUNCIL REP & BOARDMEMBER REPORTS

• Noted that City Council Retreat coming up in a couple of weeks.
NEW BUSINESS
Motorized Vehicles on Trails
Zach presented a proposal for Motorized Vehicles on Trails.
Bradyn, Edgar, Julie, Jason and Rep. Milne all commented on the
proposal.

Council Issue Papers
Zach asked the boardmembers for ideas for Issue Papers for Council.
Nolvia - more trails and walkable areas around businesses.
Edgar - High School on the east side of Pasco.
Jason - off-leash dog park.
Julie - sidewalks on Argent from Rd 48-Rd 68.
Jason - sidewalks on south side of Burns Rd.

Here is a previously gathered list of names for the possible Grand Marshal for the parade.Feel free to use
some of these names as suggestions.I would also recommend that City Council be asked if they have
suggestons.
The list includes:

Bob Tippett -Long time Pasco businessman,Pasco supporter
Ron VanNostrand —Former Senior Association President,former member of Senior Center
Advisory Board,Volunteer for Golden Age Food Share,serves on various other Senior Center
Activities and Programs.Ron is deceased as 0 F ebrua 201 7
Kevin Williams -Pasco insurance agent,active Kiwanis Club member,former committee member of
the Grand Old 4”‘and supporter of Pasco events.
Mike Garrett —Former Pasco High School Music Director,responsible for many ?ne music
programs and the success of the widely recognized Pasco music program.
Bruce Whitemarsh -Long time Pasco resident,former County Commissioner,still active in serving
the County through the Board of Equalization and a board member with the Franklin County
Historical Society.
Vic Vanderschoor Long time Pasco resident.Superior Court Judge.Active in many civic events.
Bill Lampson -Tri-City businessman,Pasco resident.Strong supporter of many events,activities and
projects throughout the region.
Pete F elsted -Former District Court Judge.Former Pasco School Board member.Involved in civic
activities.Deceased 2016
William Leggett -Former Pasco School District principal,School Board member,Chairman of the
School Board and involved in Pasco activities through the Kiwanis club.
Steve Graff —Chiawana High School teacher and football coach.Is widely recognized for his
immeasurable accomplishments of bringing a sense of joy and pride and community unity to Pasco
through the success of his football program.

involved in PDDA.
Chuck Coleman -Longtime Pasco resident,active in Downtown Development Association and all
around Pasco booster.
Gerald “Jerry”Roach ~attomey/judge,Pasco native,Kiwanian,has served on many local
committees.
Walt Swearingen -The parade goes right by the American Legion,which is Walt's second
home.Walt does extraordinary things for veterans.He works behind the scenes and doesn't do it for
the limelight.

Mark Kuffel -Attorney,many years of dedication and service,serving City of Pasco Franklin
County Housing Authority (resigned 2014)
Jim Rabideu —retired county prosecutor,retired county coroner,current Franklin County Historical
Society member,long time Pasco resident.
Mike Guajardo —Long time Pasco resident and Pasco High School basketball coach.Came out of
retirement and to coach Pasco High school this year.Has helped guide many student athletes to
college during the past 30 years.
Martin Valadez —Currently Chief Executive Officer for Columbia Basin College Foundation.On the
Pasco Library board,Class of 1990 at UCLA and is an Instructor and assistant at CBC.

◦Jack Anderson Jr. -Recently Retired Coach at Chiawana High School; won many state championships,
built a great program, great culture and student -leadership opportunities over decade of coaching at
Chiawana.
◦Rebecca Francik -Past City Council Member (21 years) serving as deputy mayor for part of those, Served
on the State Public Works Trust Fund and the Freight Mobility Strategic Investment Board, long -time
Pasco Resident, Librarian, Teacher, and sings with the Mid -Columbia Master Singers.
◦Bill Lampson -Pasco resident,Tri-City businessman, President of Lampson International a local 3rd
generation family-owned business. Strong supporter of many events, activities and projects throughout
the region.
◦Jim Rabideu -Retired county prosecutor, retired county coroner, current Franklin County Historical Society

Company, Pasco supporter, served on the Washington Policy Center's Board of Directors.
◦Walt Swearingen –Passed away in 2014, Started Irrigations Specialists company, Big Supporter of 4H
programs, and of the armed services and American Legion. The parade goes right by the American
Legion, which was Walt's second home.He worked behind the scenes and didn't do it for the limelight.
